Abstract
Kebutuhan makhluk hidup terutama manusia akan air tidak dapat dipungkiri lagi. Di Kota Surabaya, konsumsi air pada tahun 2013 cukup tinggi yaitu sekitar 180 liter/orang/hari. Kebutuhan manusia akan air bukan hanya pada kuantitas, tapi juga pada kualitas karena kualitas air yang buruk dapat mendatangkan penyakit bagi manusia. Maka dari itu perlu dilakukan pengendalian kualitas terhadap proses pengolahan air bersih di PDAM Kota Surabaya. Selain terdapat hubungan antar karakterisitik kualitas, juga terdapat autokorelasi sebagai akibat dari proses yang dilakukan terus menerus dan melalui proses pada mesin yang sama, pada penelitian ini dilakukan pengendalian kualitas fase 1 pada proses penjernihan akan dengan multivariat time series control chart dengan karakteristik kualitas kekeruhan (turbidity), zat organik (KMnO4), sisa chlor dan pH. Berdasarkan hasil analisis, diktahui bahwa proses penjernihan air di IPAM Ngagel I Surabaya belum terkendali baik varians maupun meannya. Proses penjernihan air belum sesuai dengan spesifikasi dengan nilai indeks performa proses sebesar 0,9581. Selain itu, didapatkan pula batas kendali atas 8,1472 dan garis tengah 3,7586 saat semua pengamatan terkendali yang dapat digunakan untuk pengendalian kualitas proses selanjutnya.

Human need for water can not be denied. In Surabaya, water consumption in 2013 is quite high at around 180 liters / person / day. Human need for water is not just quantity, but also of quality because poor water quality can bring disease to humans. Therefore, it is necessary to control the quality of water treatment process in PDAM Kota Surabaya. Beside there is relationship among the characteristics of quality, there is also autocorrelation as a result of continuous process and through the process on the same machine. In this research, water purification process will be controlled with multivariate time series control chart. Quality characteristics will be controlled are turbidity, organic substances (KMnO4), residual chlorine and pH. Based on the results of the analysis, it is known that the water purification process in IPAM Ngagel I Surabaya is not controlled, either the variance or the mean. The water purification process is out of specification with a process performance index value of 0.9581. In addition, there is also upper control limit of 8.1472 and the center line of 3.7586 when all observations is controlled which can be used for subsequent process quality control.
