Abstract
Ikan kerapu merupakan salah satu komoditas perikanan laut yang memiliki sumbangsih terhadap perekonomian Indonesia serta jenis ikan yang memiliki potensi dalam proses ekspor ke luar negeri. Pelabuhan perikanan terbesar yang berada di Provinsi Jawa Timur adalah pelabuhan perikanan di Kecamatan Brondong, Kabupaten Lamongan dengan produksi ikan kerapu mencapai 70% dari total produksi ikan kerapu di Provinsi Jawa Timur. Namun, secara umum pemanfaatan ikan kerapu di lautan terbilang masih kurang mengingat potensi ekonomi yang dimiliki ikan kerapu sangat tinggi. Ikan kerapu yang ditangkap oleh nelayan Lamongan ini hanya 4% dari Hasil Tangkapan Utama di pelabuhan Lamongan. Pada penelitian ini dilakukan analisis terhadap perubahan perilaku nelayan guna meningkatkan volume tangkapan ikan kerapu. Pada penelitian ini dilakukan eksperimentasi untuk meningkatkan persentase tangkapan ikan kerapu setiap 2%. Berdasarkan hasil simulasi skenario, disimpulkan bahwa skenario yang terbaik adalah melakukan peningkatan volume tangkapan ikan kerapu menjadi 12% dari total Hasil Tangkapan Utama. Pada skenario ini didapatkan peningkatan volume ikan kerapu dari 1.198.991 kg menjadi 1.618.176 kg per tahunnya dan peningkatan pendapatan nelayan sebesar Rp 20.396.692 per tahun.

Grouper fish is one kind of marine fishery commodities that have contribution to the Indonesian economy as well as one kind of fish that have potential in supporting export process abroad. East Java is one of the highest producer of groupers in Indonesia. The largest fishing port in East Java is located in Kecamatan Brondong, Kabupaten Lamongan. Grouper’s production in Kabupaten Lamongan has reached 70% of grouper’s production in East Java. However, the utilization of groupers in the oceans is still minimum. The groupers that had catched by fisher is only 4% of ship’s capacity. Fisher’s behaviour in fish catching is truly important to maximizing the utilization of groupers and improving the volume. This research is doing the analysis of fisher’s behaviour to improving catch volume of groupers. This volume of catch will affect fisher’s profit because the groupers have a high value. On this research, experimentation is done to increase the percentage of groupers catch every 2%. The analysis is useful to see the impact that occurred during the scenario of increasing the groupers catch. Based on scenario simulation results, concluded that the best scenario is to increase the volume of grouper catch to 12% of the total Primary Catch. In this scenario, the volume of groupers is increase from 1,198,991 kg to 1,618,176 kg per year and fisher’s income amounted to Rp 20,396,692 per year.
