Abstract

Kementerian BUMN melalui Rencana Strategis tahun 2012-2014 menetapkan penggunaan Kriteria Penilaian Kinerja Unggul (KPKU) sebagai pedoman dalam peningkatan kinerja BUMN maupun dalam pengukuran kinerja BUMN. KPKU diadopsi dan diadaptasi dari Malcolm Baldrige Criteria for Performance Excellence. PT Boma Bisma Indra (Persero) merupakan perusahaan BUMN dalam sub bidang Usaha Pertambangan, Industri Strategis, dan Media IIa-2. Sampai akhir tahun 2016 PT BBI belum menerapkan KPKU dalam pengelolaan perusahaan. Dalam KPKU terdapat target spesifik yang ditujukan kepada masing-masing BUMN dalam sektor sejenis. PT Barata Indonesia (Persero) sebagai perusahaan kompetitor PT BBI sudah menerapkan KPKU sejak tahun 2013. Apabila PT BBI tidak menerapkan KPKU dalam waktu dekat maka kinerja perusahaan PT BBI tidak bisa lebih unggul dari PT Barata Indonesia (Persero) karena salah satu kriteria unggul bagi perusahaan BUMN adalah skor KPKU, terlebih PT BBI dan PT Barata Indonesia berada pada satu sub sektor perusahaan BUMN yaitu Heavy Industry. Penelitian ini bertujuan mengembangkan KPKU dengan basis Balanced Scorecard eksisting PT BBI tahun 2016. Metode yang digunakan antara lain penyelarasan Strategic Objectives BSC dan kategori KPKU, cascading indikator korporat, pembobotan dengan Analytical Hierarchy Process, dan pembuatan formulasi Traffic Light System. Penelitian ini menghasilkan enam belas indikator korporat yang terbagi dalam lima kategori hasil KPKU. Enam belas indikator tersebut terdiri dari tujuh indikator target spesifik Kementerian BUMN, dua indikator usulan Dewan Komisaris, dan tujuh indikator tambahan perusahaan. Terdapat implikasi manajerial meliputi skala prioritas dari hasil cascading indikator yang dapat digunakan sebagai penentuan skala prioritas dalam implementasi strategi baru untuk PT BBI, formulasi Traffic Light System sebagai dashboard performance review implementasi KPI pada tahun berjalan, serta roadmap pengembangan KPKU dalam jangka panjang pada PT BBI.
============= Ministry of State-Owned Enterprises through Strategic Plan for 2012-2014 has determined the use of the Superior Performance Assessment Criteria (KPKU) as guideline in improving the performance of SOEs as well as in performance measurement of SOEs. KPKU is adopted and adapted from Malcolm Baldrige Criteria for Performance Excellence. PT Boma Bisma Indra (Persero) is a state-owned enterprise in the sub-sector of Mining Business, Strategic Industry, and Media IIa-2. Until the end of 2016 PT BBI has not implemented KPKU in the management of the company. In the KPKU there are specific targets addressed to each SOE in similar sectors. PT Barata Indonesia (Persero) as a competitor company of PT BBI has implemented KPKU since 2013. If PT BBI does not implement KPKU in the near-future, PT BBI’s performance cannot be superior to PT Barata Indonesia (Persero) because one of the superior criteria for the company SOE’s is KPKU score, especially PT BBI and PT Barata Indonesia (Persero) are stated in one sub sector of state-owned enterprise that is Heavy Industry. This research has aim to develop KPKU with the basis of Balanced Scorecard of PT BBI in 2016. The method used is alignment of BSC Strategic Objectives and KPKU Categories, cascading corporate indicators, weighting with Analytical Hierarchy Process, and formulation of Traffic Light System. This study resulted in sixteen indicators consist of seven specific target indicators of the Ministry of SOEs, two indicators of the Board of Commissioners, and seven additional indicators of the company. There are managerial implications including priority scale of cascading indicator that can be used as priority scale determination in implementation of new strategy for PT BBI, Traffic Light System formulation as dashboard performance review of KPI implementation in current year, and long-term KPKU development roadmap at PT BBI.
