Abstract

Water quality will decrease as the distant distances away from the reservoar so Minister of Health Regulation No. 736/Menkes/SK/IV/2010 is issued by the government as the quality standard for drinking in Indonesia of 0.2 mg / l at the farthest point of the distribution network to avoid contamination of microorganisms. The results of the evaluation of the quality of the production water cannot guarantee the quality of the customer's water, especially the customers who are away from the water treatment plant. This study used STELLA, a dynamic model programming, to provide a simple and systematic description of the variables that affected the water supply company in Indonesia (PDAM) distribution network to be simulated into 3 (three) main scenarios, they were moderate scenario, pessimistic scenario, and optimistic scenario that will be the reference in the selection strategy based on environmental aspects and financial aspects. This research showed that the dynamic model of PDAM distribution network is influenced by many factors that influenced each other in causal relationship such as pipeline leakage, water flow production, water flow distribution, distribution distance, water velocity, major headloss, pipe cross￾sectional area, pipe diameter, pH, chlorine residual, Escherichia coli, and water flow. Simulation results showed that in pessimistic scenario with 50% of pipe leakage and optimistic scenario with 20% of pipe leakage indicated that the higher pipe leakage rate the closer disinfection post distance should be built from the water treatment plant. Strategy could be applied based on environmental aspect, that is quality improvement and production water flow as well as improvement of water quality in customer while based on financial feasibility aspect with Net Present Value (NPV) obtained Rp. 186.017.856.110,-, 5.66 of Benefit Cost Ratio (BCR), 7.51% of Internal Rate Return (IRR) and Payback Period (PP) was a year and 3 months then the development of IPAM Ngagel II distribution network is feasible to be implemented. ========================================================================================= K ualitas air akan menurun seiring semakin jauhnya jarak distribusi dari instalasi pengolahan sehingga diberlakukan Permenkes No. 736 tahun 2010 yang mensyaratkan adanya kadar sisa klor sebesar 0,2 mg/l pada titik terjauh dari jaringan distribusi untuk meng hin dari adanya kontaminasi mikroorganisme . H asil evaluasi kualitas air produksi tidak dapat menjamin kualitas air pelanggan khususnya pelanggan yang berada jauh dari instalasi pengolahan air. Penelitian ini menggunakan model dinamis STELLA untuk memberika n gambaran sederhana dan sistematis mengenai variabel - variabel yang mempengaruhi jaringan distribusi PDA M untuk kemudian disimulasikan ke dalam 3 (tiga) skenario utama, yaitu skenario moderat, skenario pesimis, dan skenario optimis yang akan menjadi acuan dalam pemilihan strategi berdasarkan aspek lingkungan dan aspek finansial. Penelitian ini menunjukkan bahwa m odel dinamis jaringan distribusi PDAM dipengaruhi oleh banyak faktor yang saling mempengaruhi dalam hubungan sebab - akibat seperti kebocoran pipa , debit air produksi, debit air distribusi, jarak distribusi, kecepatan air, headloss mayor , luas penampang pipa, diameter pipa , pH , sisa klor, Escherichia coli , dan debit air. Hasil simulasi pada skenario pesimis dengan kebocoran pipa sebesar 50% dan sken ario optimis dengan kebocoran pipa 20% menunjukkan bahwa semakin tinggi tingkat kebocoran pipa maka semakin dekat jarak pos desinfeksi yang harus dibangun dari instalasi pengolahan air. S trategi yang dapat diterapkan berdasarkan aspek lingkungan , yaitu pen ingkatan kualitas dan debit air produksi serta peningkatan kualitas air di pelanggan sedangkan jika ditinjau b erdasarkan aspek kelayakan finansia l dengan Net Present Value (NPV) diperoleh Rp. 186.017.856.110 , - Benefit Cost Ratio (BCR) sebesar 5,66 , Internal Rate Return (IRR) sebesar 7,51 %, dan Payback Periode (PP) adalah 1 tahun 3 bulan maka pengembangan jaringan IPAM Ngagel II layak untuk dilaksanakan.
