Abstract

Bandara Internasional Juanda telah mengalami peningkatan jumlah penumpang, barang dan pergerakan pesawat selama 5 tahun terakhir dengan rata-rata pertumbuhan jumlah penumpang sebesar 7,7% per tahun, pertumbuhan jumlah kargo 2,3% per tahun dan pertumbuhan jumlah pergerakan pesawat 6,3% per tahun. Dengan adanya peningkatan ini pihak pengelola Bandar Udara Juanda dituntut untuk meningkatkan kapasitas bandara baik dari sisi darat maupun sisi udara. Kapasitas merupakan parameter penting dari kinerja suatu bandara. Bandara Internasional Juanda memiliki satu runway dengan kapasitas 33 pesawat/jam (sumber : Airnav Indonesia, 2015). Kondisi permukaan taxiway Bandar Udara Juanda yang mengalami kerusakan mendorong pihak pengelola bandara untuk mereposisi runway holding position di taxiway N1 ke taxiway NP2. Penelitian ini bertujuan untuk mengetahui pengaruh dari pergeseran tersebut terhadap runway occupancy time dan runway capacity Bandar Udara Juanda dengan menggunakan Metode DORATASK. Selain itu juga ditinjau pengaruh pergeseran runway holding position terhadap fuel consumption aircraft. Untuk mengetahui letak runway holding position yang paling efektif, maka dilakukan simulasi jika runway holding position digeser ke taxiway N2 dan N3. Dari penelitian ini diperoleh nilai Mean Runway Occupancy Time (MROT) runway 10 adalah 102 detik dan 96 detik untuk runway 28. Dari perhitungan pergeseran runway holding position berkurang 3 pergerakan/jam yaitu 30 pergerakan/jam. Pergeseran runway terhadap fuel consumption aircraft. Peningkatan ROTT akibat pergeseran runway holding position telah menyebabkan penambahan fuel consumption aircraft untuk tiap-tiap kategori pesawat. Dari hasil analisis diperoleh besarnya waktu tempuh (taxiing time) dari taxiway N2 dan N3 lebih besar dari runway capacity didapatkan nilai runway capacity akibat holding position juga berpengaruh taxiway NP2 ke threshold runway 10. Waktu tempuh dari taxiway NP2 ke threshold runway 10 adalah 64 detik, N2 ke threshold sebesar 207 detik dan taxiway N3 ke threshold runway 10 adalah 337 detik. Dari hasil penelitian ini jelas nampak bahwa pergeseran runway holding position mengakibatkan penurunan kinerja runway.

For the last five years Juanda International Airport increases the number of passengers, cargo and aircraft movements up to 7.7%, 2.3% and 6.3% per year respectively. With this escalation the airport operator is required to increase the capacity of the airport both the landside and the air side.
Capacity is an important parameter of an airport's performance. Juanda International Airport has single runway with a capacity of 33 aircraft / hour (source: Airnav Indonesia 2015). The defect of runway and taxiway surface at Juanda Airport prompted the airport management to displace the runway holding position on the taxiway N1 to the taxiway NP2. This study aims to determine the effect of that diplacement to runway occupancy time and runway capacity of Juanda Airport by using DORATASK Method. Besides, it also reviewed the effect of dispalcement on aircraft fuel consumption. To determine the the most effective location of runway holding position, simulations are performed if the runway holding position is shifted to the N2, N3 and the new taxiway at the end of R10 threshold.
This research results the Mean Runway Occupancy Time (MROT) for runway 10 is 102 seconds and 96 seconds for runway 28. The runway capacity value due to displaced runway holding position is decreased 3 movement / hour become 30 movement / hour. ROTT due to that displacement has led to addition of fuel consumption aircraft for each category of aircraft. From analisys obtained the taxiing time from taxiway N2 and N3 is greater than taxiway NP2 to threshold runway 10. The travel time from taxiway NP2 to threshold runway 10 is 64 seconds, N2 to threshold is 207 seconds and taxiway N3 to threshold runway 10 is 337 seconds. Therefore, the displacement of runway holding position reduces runway performance.
