Abstract
Pada Kelurahan Karah dan Siwalankerto belum ada bangunan pengolahan air limbah atau IPAL komunal. Air limbah domestik berupa black water setelah masuk ke tangki septik langsung dibuang ke badan air, namun belum memenuhi standar baku mutu yang berlaku. Begitu pula dengan air limbah berupa grey water langsung dibuang ke saluran drainase tanpa adanya pengolahan khusus pada air limbah tersebut. Salah satu prioritas dari SDGs (Sustainable Development Goals) adalah mewujudkan sanitasi lingkungan yang baik dengan melakukan pengolahan air limbah domestik yang sesuai dengan standar nasional yang berlaku. Tujuan dari perencanaan ini adalah membuat desain SPAL dan IPAL dengan menggunakan kombinasi ABR dan Aerobic Biofilter di Kelurahan Karah dan Siwalankerto dimana Rusun Jambangan dan Siwalankerto juga masuk dalam pelayanan IPAL tersebut. Tahapan perencanaan dimulai dari perizinan, survey lokasi, pengumpulan data, studi literatur, pengolahan data, pembahasan, serta penarikan kesimpulan. Data primer diperoleh dari observasi lapangan serta pengambilan sampel di IPAL Bendul Merisi Jaya Kecamatan Wonocolo. Data sekunder diperoleh dari PDAM Surya Sembada Kota Surabaya, Dinas Pengelolaan Bangunan dan Tanah Kota Surabaya, Badan Lingkungan Hidup Kota Surabaya, Dinas PU Tata Ruang Kota Surabaya, Dinas Bina Marga dan Pematusan Kota Surabaya, Kantor Kelurahan Karah dan siwalankerto, serta Dinas Kesehatan Kota Surabaya. Perencanaan SPAL dan IPAL dibagi menjadi 3 cluster. Dari aspek teknis diperoleh debit air limbah rata-rata Cluster 1, Cluster 2, dan Cluster 3 berturut-turut sebesar 2659,6 m3/hari, 1126,4 m3/hari, dan 1699,7 m3/hari. IPAL untuk ketiga cluster menggunakan Anaerobic Baffled Reactor (ABR) dan Aerobic Biofilter sebagai pengolahan utama . Pada Cluster 1 ABR terdiri atas 6 unit yang disusun secara paralel dengan dimensi yang sama. Sedangkan pada Cluster 2 dan 3 berturut-turut terdiri atas 4 dan 5 unit paralel. Kualitas akhir pengolahan IPAL sudah memenuhi standar baku mutu Pergub Jatim No.72 Tahun 2013 dan Permen LHK No. 68 Tahun 2016. Dari aspek finansial, total biaya yang dibutuhkan dalam pembangunan SPAL dan IPAL secara berturut-turut pada Cluster 1, 2, dan 3 adalah Rp 25.900.000.000, Rp 16.590.000.000, dan Rp 17.890.000.000.

At the Karah and Siwalankerto village, there is no building wastewater treatment or communal WWTP. Domestic wastewater in the form of blackwater after entering the septic tank directly discharged into the drainage channel, but not according to the quality standard. Similarly, the waste water in the form of greywater directly discharged into the drainage channel without special treatment on the waste water. One of the priorities of SDGs (Sustainable Development Goals) is to realize good environmental sanitation by conducting domestic wastewater treatment in accordance with applicable national standards. The purpose of this plan is to design collection waste water and WWTP by using combination of ABR and Aerobic Biofilter in Karah and Siwalankerto village. Stages of planning starts from licensing, site survey, data collection, literature study, data processing, discussion, and conclusion. Primary data was obtained from field observation and sampling at Bendul Merisi Jaya WWTP, Wonocolo District. Secondary data is obtained from PDAM Surya Sembada Surabaya, Surabaya City Building Management and Land Agency, Surabaya City Environment Agency, Surabaya City Planning Agency, related agency namely Bina Marga dan Pematusan Surabaya City Office, Karah and Siwalankerto Village Office, and Surabaya City Health Office. Waste water collection and WWTP planning are divided into 3 clusters. From the technical aspect, the average waste water discharge of Cluster 1, 2, and 3 is 2659,6 m3/day, 1126,4 m3/day and 1699,7 m3/day. WWTP for all three clusters using Anaerobic Baffled Reactor (ABR) and Aerobic Biofilter as the main treatment. In Cluster 1 the ABR consist of 6 units arranged in parallel with the same dimensions. While Cluster 2 and 3 consist of 4 and 5 parallel units. The final quality of WWTP processing has fulfilled the standard quality of East Java Governor's Regulation No.72 of 2013 and the Regulation of LHK No. 68 of 2016. From the financial aspects, the total costs required in the construction of waste water collection and WWTP in Cluster 1, 2, and 3 are 25.900.000.000, Rp 16.590.000.000, and Rp 17.890.000.000.
