Abstract
Kota Surabaya memiliki potensi objek maupun kawasan daya tarik wisata budaya dan sejarah yang berkembang. Potensi tersebut ditunjukkan dengan peningkatan wisata budaya dan sejarah pada tahun 2017. Wisatawan di Surabaya memiliki karakteristik waktu singgah yang terbatas dan tidak didukung aksesibilitas yang baik, sehingga menyebabkan tingkat kunjungan tidak merata di setiap DTW.
Tujuan dari penelitian ini adalah merumuskan arahan pengembangan jalur wisata untuk mengkoneksikan wisatawan dengan DTW budaya dan sejarah dengan peningkatan akses. Proses penelitian yang bersifat kualitatif ini diawali dengan pembentukan jalur wisata dan pemilihan indikator serta variabel prioritas melalui metode analytical hierarchy proses (AHP). Proses kedua yaitu, theoretical descriptive analysis untuk menemukan kriteria spesifik dalam pembentukan jalur. Metode terakhir descriptive analysis dari hasil wawancara stakeholder kunci untuk menemukan arahan setiap jalur yang telah dibentuk.
Hasil analisis dirumuskan bahwa terdapat tema 5 kelompok jalur wisata budaya dan sejarah di Surabaya. Tema sejarah maritim diarahankan penyediaan jembatan penyeberangan untuk peningkatan akses di DTW Monumen Jalesveva Jayamahe dan Pelabuhan Tradisional Kalimas, penyediaan parkir, jembatan dan fasilitas akomodasi. Tema bangunan kolonial lebih diarahkan penyediaan moda transportasi umum, halte, dan trotoar. Tema perjuangan kemerdekaan dengan arahan peningkatan aktifitas dalam DTW, penambahan halte, dan fasilitas toko souvenir. Tema budaya di Kampung Ampel dan Pecinan dengan arahan peningkatan kualitas dan kuantitas moda transportasi, penataan ruang parkir, penyediaan halte dan trotoar. Terakhir untuk tema permukiman kolonial adalah arahan penambahan jembatan penyeberangan untuk menghubungkan DTW yang dekat, hingga mendorong penambahan akomodasi dan rumah makan yang terintergrasi dengan toko souvenir.

Surabaya is one of the city in Indonesia with heritage tourism destinations (TD) potential shows by the increase of tourist by 54% in 2017. However tourist behavior who come to visit just transit to another tourism destination or have a short time to visit. That short period of time visit also unsupported with good accessibility. Thus, causing uneven visits in each TD.
The aim of this research is to formulate the development of tourism route to connect the tourist and TDs object in Surabaya. This qualitative research process begins with the establishment of a tourism route with prioritize of indicators and variables through analytical hierarchy process (AHP) method. The second process is, theoretical descriptive analysis to find the specific criteria in establish the route. The last method of descriptive analysis of key stakeholder interviews to find the development recomendation of tourism route that has been established.
The results of the analysis that there are 5 thematic groups of cultural and historical tourism in Surabaya. The maritime history theme recommended to provide crossing bridges for increased access at TD Jalesveva Jayamahe Monument and Kalimas Traditional Port, provide parking, bridges and accommodation facilities. The theme of colonial buildings directed more towards the provision of public transportation modes, bus stops and sidewalks. The theme of the ‘Surabaya’s independence’ directed to increase the activity in TDs, the addition of bus stops, and souvenir shop facilities. Cultural themes in Kampong Ampel and Chinatown directed to increase the quality and quantity of transportation modes, the arrangement of parking spaces, the provision of bus stops and sidewalks. Lastly for the theme of ‘colonial settlements’, adding pedestrian bridges to connect the nearby DTWs, encourage the addition of accommodation and restaurants that are integrated with the souvenir shop.
