Abstract
Kelurahan Kedung Cowek merupakan salah satu prioritas pertama penanganan kumuh di Kota Surabaya. Namun, partisipasi masyarakat untuk terlibat dalam program penanganan kekumuhan masih tergolong rendah. Dalam usaha penanganan kumuh tersebut, pemerintah harus memberikan program yang sesuai dengan kondisi masyarakat setempat. Identifikasi kondisi psikografis seseorang dapat dilakukan untuk mengetahui sikap dan tanggapannya terhadap suatu program pembangunan. Dengan berlokasi di RW 2 dan 3 Kelurahan Kedung Cowek, penelitian ini melakukan penilaian terhadap tingkat partisipasi masyarakat dalam program Penataan Lingkungan Permukiman Berbasis Komunitas (PLPBK) berdasarkan kondisi psikografisnya.
Tahap pertama penelitian berupa proses segmentasi masyarakat ke dalam 8 variabel psikografis. Proses ini dilakukan dengan metode scoring menggunakan skala likert secara kuantitatif. Selanjutnya, dilakukan penilaian terhadap level partisipasi masyarakat pada program Penataan Lingkungan Permukiman Kumuh Berbasis Komunitas (PLPBK) di lokasi setempat melalui analisis scoring dengan skala guttman. Melalui penggabungan kedua hasil yang telah diperoleh sebelumnya, dilakukan uji chi square dan crosstabulation pada SPSS untuk memperoleh pola hubungan antara kondisi psikografis masyarakat dan kecenderungan masyarakat untuk berpartisipasi dalam sebuah program penanganan kekumuhan.
Hasil analisa mengemukakan bahwa kondisi psikografis masyarakat di Kelurahan Kedung Cowek memiliki pengaruh yang signifikan terhadap kecenderungan masyarakat untuk berpartisipasi dalam sebuah program. Selain itu, ditemukan pola hubungan antara masing-masing kondisi psikografis dengan level keikutsertaan masyarakat untuk berpartisipasi pada suatu program. Masyarakat dengan kadar partisipasi tokenisme umumnya dimiliki oleh kelompok psikografis innovators, thinkers, experiencers, dan makers. Sementara itu, sifat psikografis lainnya seperti believers, achievers, strivers, dan survivors sebagian besar memiliki kadar partisipasi yang rendah (non partisipan). Dalam program PLPBK di Kelurahan Kedung Cowek, tidak ditemukan kelompok psikografis yang memiliki tingkat partisipasi dominan pada level kekuatan masyarakat (Citizen Power).

Kedung Cowek village is one of the main priorities for slum handling in the city of Surabaya. However, community participation to be involved in the slum handling program is still relatively low. In the slum handling business, the government must provide programs that are appropriate to the conditions of the local community. Identification of the psychographic condition of a person can be done to know the attitude and response to a development program. Located in CA 2 and 3 in Kedung Cowek Village, this research was conducted with an assessment of the level of community participation in the Community-Based Settlement Environment Management Program (PLPBK) based on its psychographic conditions.
The first phase of this research is the form of community segmentation process into 8 psychographic variables. This process is carried out using a scoring method using a Likert scale quantitatively. Furthermore, an assessment of the level of community participation was carried out in the Community Based Slum Settlement (CBSS) Structuring Program in the local location through a scoring analysis with a Guttmann scale. By combining the two results that have been obtained previously, chi square and cross tabulation tests were conducted on SPSS to obtain a pattern of relationships between community psychographic conditions and people's tendency to participate in a slum handling program.
From the results of the analysis, it was suggested that the psychographic condition of the community in Kelurahan Kedung Cowek has a significant influence on the tendency of the community to participate in a program. In addition, there was a pattern of relationship between each psych graphical condition and the level of community participation to participate in a program. People with tokenism participation levels are generally owned by psychographic groups of innovators, thinkers, experiencers, and makers. Meanwhile, other psych graphical traits such as believers, achievers, strivers, and survivors mostly have low levels of participation (non-participants). In the PLPBK program in Kedung Cowek ward, there is no psychographic group that has dominant participation level at Citizen Power level.
