Abstract
Meningkatnya permintaan batubara yang terjadi di wilayah Sumatera setiap tahunnya sebesar 17,40% guna memenuhi kebutuhan energi nasional seperti PLTU dan kegiatan ekspor. Akibat dari peningkatan permintaan batuabara menyebabkan arus muatan pada setiap pelabuhan batubara di Sumatera meningkat, sepanjang tahun 2017 tercatat sebesar 57,12 juta ton. Pada penelitian ini dilakukan analisis permintaan dan penawaran pada pelabuhan khusus batubara dengan melakukan perhitungan pada segi permintaan yaitu arus muatan batubara dan segi penawaran yaitu kapasitas dari pelabuhan batubara serta menghubungkan analisis permintaan dan penawaran. Dari hasil analisis segi penawaran didapatkan kapasitas total pelabuhan batubara di wilayah Sumatera sebesar 51,46 juta ton/tahun. Berdasarkan hasil proyeksi arus muatan batubara yang masuk pada setiap pelabuhan di tahun 2019 telah mencapai kapasitas maksimal dengan arus muatan batubara total sebesar 51,43 juta ton, sehingga diperlukan pengembangan. Pengembangan yang dilakukan pada setiap pelabuhan dapat meningkatkan kapasitas pelabuhan di wilayah Sumatera mencapai 81,20 juta ton/tahun sehingga dapat menampung proyeksi arus muatan hingga tahun 2030 dengan arus muatan total batubara sebesar 80,95 juta ton/tahun. Pengembangan berupa penambahan alat bongkar muat yaitu gantry jib crane 35 ton pada Pelabuhan Teluk Bayur sejumlah 3 unit. Penggantian alat muat batubara yaitu shiploader semula 350 ton/jam menjadi 850 ton/jam pada Pelabuhan Kertapati, penggantian 3 unit alat muat batubara pada Pelabuhan Tarahan yaitu shiploader 3600 ton/jam. Pada Pelabuhan Bengkulu dilakukan penambahan luas lapangan penumpukan hingga 4.398 m² dan. Di Pelabuhan Jambi dilakukan pengembangan pelabuhan dengan mengganti kapasitas shiploader 300 ton/jam menjadi 550 ton/jam.

The increasing demand of coal that occurs in the region of Sumatra each year amounted to 17.40% to fullfill of national energy needs such as steam power plants and export activities. As a result of an increase in demand for coal, the flow of cargoes at each coal port in Sumatra increases throughout in 2017 was recorded at 57.12 million tons. In this research, the demand and supply analysis is done on coal-specific ports by calculating demand side that is coal load current and supply side that is capacity from coal port and connecting demand and supply analysis. From result of supply side analysis, total coal port capacity in Sumatera region is 51,46 million ton / year. Based on the results of projection of coal load current coming in every port in 2019 has reached maximum capacity with total coal cargo flow of 51.43 million tons, so that needed development. The development undertaken at each port can increase the port capacity in the Sumatera region to 81.20 million tons / year so that it can accommodate the load current projection until 2030 with a total coal load of 80.95 million tons / year. Development in the form of addition of loading and unloading equipment that is 35 tons gantry jib crane at Teluk Bayur Port is 3 units. Replacement of coal loading equipment that shiploader originally 350 tons / hour to 850 tons / hour at the Port of Kertapati, replacement of 3 units of coal loading equipment at Port of Tarahan that is shiploader 3600 tons / hour. At the Port of Bengkulu conducted addition of the area of cultivation field up to 4,398 m² and. In the Port of Jambi, the port was developed by replacing shiploader capacity 300 tons / hour to 550 tons / hour.
