Abstract
Kasubdit Pengadaan Lahan Ditjen Bina Marga Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR), Herry Marzuki (2016), menyatakan bahwa pada jaringan jalan tol Trans-Jawa, ruas yang memiliki kemajuan tahap pembebasan lahan paling sedikit adalah jalan tol Pemalang-Batang dan jalan tol Batang-Semarang. Sesuai arahan Menteri PUPR, Basuki Hadimuljono, Ditjen Bina Marga akan fokus membebaskan lahan untuk jembatan-jembatan, karena proses pembangunan jembatan membutuhkan waktu yang lama.
Salah satu bagian dari ruas jalan tol Batang-Semarang yang juga bermasalah pembebasan lahannya adalah oprit jembatan lokasi studi kasus yang terletak di antara jembatan overpass Nawangsari dan jembatan overpass Kali Mati pada STA 414+600 s/d STA 414+725, berupa timbunan tanah dengan ketinggian 8 meter dan dibangun di atas tanah lunak dengan ketebalan mencapai 10 meter yang didominasi lempung.
Permasalahan lahan dapat diatasi melalui perencanaan timbunan dengan kemiringan lereng yang lebih curam. Semakin curam lereng timbunan, semakin sedikit kebutuhan luas lahan. Lereng timbunan yang semakin curam, juga mengurangi kebutuhan volume tanah timbunan, tetapi kebutuhan perkuatan timbunan menjadi bertambah.
Dari permasalahan-permasalahan tersebut, pada Tugas Akhir ini penulis membandingkan perencanaan oprit timbunan di lokasi studi kasus, dengan empat (4) alternatif kemiringan lereng, yaitu 1 : 2 (sesuai perencanaan awal); 1 : 1,5; 1 : 1; dan sisi tegak. Untuk masing-masing kemiringan lereng, akan dibandingkan tiga (3) metode perbaikan tanah dasar yaitu soil pre-loading, vacuum pre-loading, dan geotextile encased stone columns (GESC). Perkuatan yang digunakan pada timbunan yaitu geotextile.
Kesimpulan yang didapat adalah perencanaan dengan biaya termurah pada lokasi studi kasus adalah timbunan dengan sisi tegak dengan perbaikan tanah dasar metode soil pre-loading yang berbiaya 11,707 milyar rupiah. ===============================================================================================
Head of Land Acquisition Division of Directorate General of Highways at the Ministry of Public Works and People's Housing (PUPR) Herry Marzuki (2016) stated that on the Trans-Java toll road network, the segment with the least progress of land acquisition stage is Pemalang-Batang toll road and toll road Batang-Semarang. As per the direction of PUPR Minister, Basuki Hadimuljono, Directorate General of Highways will focus on freeing land for bridges, because the bridge construction process takes a long time.
One part of the Batang-Semarang toll road section which is also problematic is land acquisition is the bridge case oprit located between Nawangsari overpass bridge and overpass bridge Kali Mati at STA 414 + 600 s / d STA 414 + 725, in the form of landfill with an altitude of 8 meters and built on soft ground with a thickness of 10 meters which is dominated by clay.
Land issues can be solved through the planning of the heap with a steeper slope. The steeper the slope of the heap, the less the land needs. The steep slopes of the pile, also reduces the volume requirements of the embankment soil, but the need for retrofitting increases.
From these problems, in this Final Project, the writer compared the planning of the embankment oprit at the case study location, with four (4) slope slope alternatives, ie 1: 2 (according to initial planning); 1: 1,5; 1: 1; and upright sides. For each slope slope, we will compare three basic soil improvement methods: soil pre-loading, vacuum pre-loading, and geotextile encased stone columns (GESC). The reinforcement used in embankment is geotextile.
The conclusion obtained is that planning with the cheapest cost at the case study location is a heap with upright sides using soil improvement method of soil pre-loading which has cost of 11.707 billions rupiah.
