Abstract

PT. PLN (Persero) Area Pasuruan merupakan perusahaan jasa
ketenagalistrikan dengan segmentasi pelanggan Tegangan Tinggi (TT), Tegangan
Menengah (TM) dan Tegangan Rendah (TR). Dimana pelanggan TT dan TM merupakan pelanggan potensial yang berkontribusi 67% terhadap pendapatan PT. PLN (Persero) Area Pasuruan, sehingga kualitas kehandalan pelayanan pelanggan potensial tersebut sangat berkontribusi terhadap pendapatan PT. PLN (Persero) Area Pasuruan. Seiring dengan harapan pelanggan terhadap kualitas kehandalan pelayanan jasa ketenagalistrikan sebagai salah satu utilitas yang menunjang
kegiatan industrinya, diperlukan upaya perbaikan kualitas daya untuk meningkatkan keuntungan perusahaan.
Sebelum melakukan analisa kelayakan perbaikan kualitas daya listrik melalui produk Super Ultima di PT PLN (Persero) Area Pasuruan, dilakukan analisa potensi pasar dengan membandingkan antara Total Biaya Gangguan Daya(TBGD) per kWh dengan tambahan biaya Rp/kWh per varian produk Super Ultima per cluster proses produksi pelanggan. Super Ultima adalah layanan PT PLN (Persero) Area Pasuruan kepada pelanggan dengan kualitas pasokan tenaga listrik tanpa kedip tegangan dan atau tanpa pemadaman dengan menggunakan sistem Rotary Uniteruptible Power Supply (RUPS) untuk Super Ultima I dan
menggunakan sistem Diesel Rotary Uniteruptible Power Supply (DRUPS) untuk Super Ultima II. Bila TBGD per kWh lebih besar dari tambahan biaya tersebut maka cluster proses produksi pelanggan tertentu potensial menjadi target pasar untuk varian produk Super Ultima tertentu dan demikian sebaliknya.
Perbandingan pelanggan yang potensial menjadi target pasar dengan jumlah keseluruhan cluster pelanggan adalah potensi pasar Super Ultima. Hasil dari analisa potensi pasar Super Ultima, dari 10 cluster pelanggan industri yang mengeluh kualitas daya listrik 3 cluster tidak berpotensi menjadi target pasar, 2 cluster berpotensi menjadi target pasar Super Ultima 1 dan 5 cluster berpotensi menjadi target pasar Super Ultima 1 dan Super Ultima 2. Prosentase potensi pasar
Super Ultima 1 adalah 73,38% dan untuk Super Ultima 2 adalah 68,83%. Analisa kelayakan investasi RUPS/DRUPS sebagai peralatan peningkatan kualitas daya listrik dilakukan dengan menggunakan Net Present Value (NPV) dengan dua alternatif investor yaitu PT Pilar Energi dan PT PLN (Persero) Area Pasuruan. Perhitungan dilakukan per cluster proses produksi
pelanggan untuk setiap varian produk Super Ultima. Untuk analisa sensitivitas dilakukan dengan tiga skenario yaitu optimistic yang mengasumsikan tanpa gangguan kedip dengan kompensasi 0%, pesimistic yang mengasumsikan terjadi
satu kali gangguan kedip dengan kompensasi 15% dan over pesimistic yang mengasumsikan terjadi dua kali atau lebih gangguan kedip dengan kompensasi 35%. Hasilnya adalah untuk semua varian produk Super Ultima 1 maupun Super Ultima 2 baik dengan skema Built Operate Transfer (BOT) 7 tahun, BOT 10 tahun maupun Built Own and Operate (BOO) 20 tahun dan ketiga skenario sensitivitas optimistic,pesimistic dan over pesimistic PT PLN (Persero) Area Pasuruan tidak layak untuk melakukan investasi dan semua skenario layak dilakukan investasi oleh PT Pilar Energi. Maka perbaikan kualitas daya listrik di PT PLN (Area) Pasuruan akan menguntungkan perusahaan jika investasi dilakukan oleh PT Pilar Energi.

. Potential customers require relia
ble electricity power to support the sustainability of their business, therefore power quality improvement is needed to fulfill the customer needs so the
company’s profit will increase in the future.
For the feasibility analysis of Super Ultima power quali
ty improvement to be done, it is needed to conduct a market analysis by comparing Total Biaya Gangguan Daya (TBGD) per kWh with the additional cost per kWh of the Super Ultima package per customer production cluster. Super Ultima is a product from PT PLN (Persero) Area Pasuruan
that offers electricity without voltage dip and/or
without blackout using RUPS (Rotary Uninterruptible Power Supply) for Super
Ultima 1 and DRUPS (Diesel Rotary Uninterruptible Power Supply) for Super
Ultima 2. If the TBGD per kWh is greater than the additional cost, then the customer cluster is potential to be the market of the specific Super Ultima product.The ratio of potential customer to the total amount of customer cluster is the potential market for Super Ultima. From the Super Ultima market analysis,it can be concluded that out of 10 customer cluster who complained about power quality, 3 clusters are not potential to be the target market, 2 clusters are potential to be the target market for Super Ultima 1, and 5 clusters are po tential to be the target market for Super Ultima 1 and Super Ultima 2. Market potential percentage of Super Ultima 1 is 73,38%, while the percentage of Super Ultima 2 is 68,83%
The feasibility analysis for DRUPS/RUPS
as the equipment used for
power quality improvement will be using Net Present Value (NPV) with two
alternatives of investor,
PT Pilar Energi and PT PLN (Persero) Area Pasuruan.
The calculation is executed per customer cluster for every package from Super Ultima. The sensitivity analysis will be done by using three scenarios. First
scenario is optimistic which assuming there will be zero voltage dip with 0% compensation, the second is pessimistic which assuming there will be one voltage dip occurred with 15% compensation, and the last scenario is over pessimistic which assuming there will be two or more voltage dip occurred with 35% compensation. For all products of Super Ultima 1 and Super Ultima 2 with 7 years Built Operate Transfer (BOT) scheme, 10 years BOT scheme, or 20 years Built Own and Operate (BOO) scheme, combined with three sensitivity analysis scenarios (optimistic, pessimistic, and over pessimistic), the result of the analysis is, PT PLN (Persero) Area Pasuruan is not feasible to conduct the investment, while all the scenarios are feasible for PT Pilar Energi to conduct the investment. Power quality improvement at PT PLN (Persero) Area Pasuruan will be more beneficial to the company if the investment is done by PT Pilar Energi
