Abstract

Kota Surabaya memiliki peranan sentral dalam pertumbuhan ekonomi Jawa Timur. Moda transportasi dibutuhkan untuk menunjang pertumbuhan ekonomi. Salah satu moda transportasi yang efisien, aman dan cepat adalah kereta api. Untuk meningkatkan fungsi kereta api, dapat dilakukan pembangunan jalur ganda. Pembangunan ini akan melibatkan pengadaan tanah. Pengadaan tanah sering menimbulkan masalah dan polemik dalam pelaksanaannya. Pengadaan tanah dirasa tidak sesuai dengan hukum dan aturan yang berlaku.
Penelitian ini bertujuan mengetahui perbandingan nilai wajar terhadap NJOP dan perbandingan nilai wajar terhadap nilai pasar properti pengadaan tanah untuk jalur ganda kereta api kelurahan Pagesangan, Kota Surabaya. Menggunakan perhitungan sesuai dengan aturan Standar Penilaian Indonesia Edisi ke 6. kemudian hasil akhir berupa visualisasi dalam bentuk peta overlay selisih nilai wajar terhadap NJOP dan selisih nilai wajar terhadap nilai pasar properti pengadaan tanah.
Nilai wajar yang didapatkan sebesar Rp1.650.000 /m2 ditambah 30% dari nilai fisik (tanah dan bangunan), NJOP sebesar Rp1.274.00 /m2 dan nilai pasar sebesar Rp 2.039.587 /m2. Dilihat dari keterdekatan dengan Central Business District (CBD) menyatakan bahwa nilai tanah cenderung lebih tinggi dibandingkan dengan objek tanah yang jauh dari CBD dan disekitar jalur kereta api. Faktor pengaruh perbedaan diantaranya luas objek terdampak, lokasi wilayah terdampak, legalitas tanah, dan ganti kerugian non fisik.

The city of Surabaya has a central role in East Java's economic growth. Modes of transportation are needed to support economic growth. One mode of transportation that is efficient, safe and fast is the train. To improve the function of the train, a double track construction can be carried out. This development will involve land acquisition. Land acquisition often creates problems and polemics in its implementation. Land acquisition is deemed not in accordance with applicable laws and regulations.
This study aims to determine the comparison of the fair value of the NJOP and the comparison of the fair value of the property market value of land acquisition for the double lines of the Pagesangan urban village railroad, Surabaya City. Use calculations in accordance with the Indonesian edition edition 6th edition rules. Then the final results in the form of visualization in the form of maps overlaying the difference between the fair value of the NJOP and the difference in fair value of the market value of property acquisition
The fair value obtained is Rp1,650,000/m2 plus 30% of physical value (land and building), NJOP of Rp1,274,000/m2 and market value of Rp2,039,587/m2. Judging from the proximity to the Central Business District (CBD), land values tend to be higher than land objects far from the CBD and around the railroad track. Factors influencing differences include the extent of the object affected, the location of the affected area, the legality of the land, and compensation for non-physical.
