Abstract

Kali Surabaya memiliki fungsi utama sebagai pemasok air baku untuk pengolahan air minum. Menurut data pemantauan dari DLH Kota Surabaya tahun 2013, status Kali Surabaya 69,45% berstatus cemar ringan, 22,22% berstatus cemar sedang, dan 8,33% berstatus cemar berat. Kali Surabaya telah dikaji berulang kali dan hasilnya menyatakan bahwa Kali Surabaya telah tercemar, tetapi masih belum diketahui sumber signifikan pencemar. Oleh sebab itu penelitian ini dilakukan untuk memberikan alternatif pengendalian pencemar Kali Surabaya. Pada penelitian ini dilakukan pengambilan sampel berupa kuesioner kepada masyarakat. Kuesioner disebarkan ke masyarakat bagian utara dan bagian selatan sungai dengan masing-masing 48 responden. Kuesioner yang disebarkan mencakup pertanyaan yang meliputi pengetahuan masyarakat mengenai kondisi lingkungan, pengelolaan air limbah yang dihasilkan, dan kecenderungan masyarakat dalam membuang sampah. Data lain seperti kualitas air sungai dan kualitas air limbah industri yang dibutuhkan dalam penelitian ini bersifat sekunder yang diperoleh dari PJT I, DLH Prov. Jawa Timur, dan DLH Kota Surabaya sebagai instansi yang berwenang terhadap Kali Surabaya. Data kualitas sungai pada hilir segmen akan diolah menggunakan metode STORET dan Indeks Pencemaran untuk mengetahui status mutu airnya. Dari hasil pengumpulan dan pengolahan data dan hasil kuesioner kemudian dilakukan analisis dengan metode Structural Equation Modeling – Partial Least Square (SEM-PLS) menggunakan aplikasi SmartPLS 3.0. Hasil dari analisis SEM adalah peran serta masyarakat bagian selatan merupakan variabel yang dianggap signifikan dalam pencemaran Kali Surabaya karena t-statistik lebih besar dari t-tabel (1,96) yaitu 2,27. Sedangkan peran serta masyarakat utara tidak dianggap signifikan karena nilai t-statistik tidak lebih besar dari nilai t-tabel yaitu 0,631. Urutan variabel yang berpengaruh terhadap pencemaran Kali Surabaya ditinjau berdasarkan nilai sample mean adalah peran serta masyarakat bagian selatan, peran serta masyarakat bagian utara, air limbah domestik, anak sungai, kondisi hulu, dan yang paling tidak berpengaruh adalah air limbah industri. Hasil dari analisis dengan metode fishbone kemudian dilakukan pembobotan dan didapatkan indikator pengetahuan dari masyarakat merupakan indikator yang memiliki nilai kepentingan 1. Strategi pengendalian yang tepat berdasarkan hasil analisa metode SEM dan metode fishbone adalah Mengundang perwakilan masyarakat sekitar untuk menghadiri penyuluhan mengenai bahaya air limbah terhadap badan air dan pemasangan papan larangan membuang sampah ke sungai dengan mencantumkan peraturan yang terkait.

Surabaya River has main function as supplier of raw water for drinking water processing. Based on monitoring data from Environmental Agency of Surabaya in 2013, Surabaya River’s status are 69,45% lightly polluted, 22,22% being polluted, and 8,33% heavily polluted. Surabaya River has been studied for several times before and the results determined that Surabaya River is polluted, but the significant source of pollution has not been known yet. Therefore this study is conducted to give alternative pollution control strategy of Surabaya River. In this study, the sample is questionnaires that were given to the community. The questionnaires were conducted to communities in northern and southern area of river, each area consist of 48 respondent. The questionnaires includes question about individual’s knowledge about environmental condition, waste water management, and individual’s tendencies in solid waste disposal. Other data that were required in this study like data of river water quality and industrial wastewater quality were tend to be secondary data that collected from PJT I, Environmental Agency of Jawa Timur, and Environmental Agency of Surabaya as authorized parties to Surabaya River. Data of water quality in downstream of segment will be processed using STORET method and Pollution Index to determine water quality status. Based on questionnaire data that has been processed, then the data will be analyzed using Structural Equation Modeling – Partial Least Square method (SEM-pls with SmartPLS 3.0) The results of SEM analysis is community participation in south area determined as significant variable in Surabaya River pollution because t-statistic more than t-table (1,96) which is 2,27. While, community participation in northern area is not determined

as significant variable because t-statistic less than t-table, which is 0,631. The order of variable that affect on Surabaya River pollution based from sample mean is community participation in southern area, community participation in northern area, domestic waste water, creeks, upstream condition, and the most unaffected is industrial waste water. The results from fishbone analysis method will be weighted and obtained indicator of knowledge from community participation in southern area that has a value of importance 1. The appropriate pollution control strategies based on results from SEM method and fishbone method are inviting delegation from local communities to attend an awareness-raising program about danger of waste water to water body and installing prohibition sign not to dispose any garbage to the river with related regulation written in it.
