Abstract

Program strategis pemerintah untuk pembangunan tenaga listrik sebesar 35.000 MW membuat PLN menugaskan salah satu anak perusahaannya untuk melaksanakan pembangunan PLTGU di lokasi pembangkit eksisting demi efektifitas pelaksanaan proyek. Dalam pembangunan pembangkit listrik juga diperlukan koordinasi antar proyek terkait dengan pemilik proyek yang berbeda-beda seperti proyek untuk penyediaan energi primer dan proyek jaringan transmisi sehingga ketepatan waktu menyelesaikan proyek menjadi faktor utama selain faktor kualitas dan biaya.
Untuk mencapai target pembangunan proyek yang telah ditetapkan maka perlu dilakukan risk assessment terhadap proyek yang berjalan. Berdasarkan ISO 31010:2009 tahapan dalam risk assessment dimulai dari identifikasi risiko yang dalam penelitian ini didasarkan pada faktor eksternal dan faktor internal. Dengan menggunakan pendekatan metode PESTLE dan CIMOSA, dapat diidentifikasi 18 risk events faktor eksternal, 22 risk events faktor internal dan 54 risk agents yang selanjutnya akan dilakukan analisa risiko menggunakan metode House of Risk (HOR) tahap 1.
Dalam HOR tahap 1, melalui Focus Group Discussion (FGD) dilakukan pembobotan nilai severity terhadap masing-masing risk events dan pembobotan nilai occurrence terhadap risk agents. Korelasi antara risk events dan risk agents juga dinilai sehingga akan didapatkan urutan prioritas risk agents yang harus ditangani berdasarkan nilai Aggregate Risk Potential (ARP). Dengan menggunakan diagram Pareto dihasilkan 11 risk agents yang harus dicegah kemunculannya dengan melakukan evaluasi menggunakan HOR tahap 2. Dalam HOR tahap 2, diidentifikasi terdapat 7 preventive action (PA) yang dapat dilakukan untuk mencegah kemunculan risk agents terpilih. Penentuan prioritas PA melalui pembobotan berdasarkan korelasi dan tingkat kesulitan menggunakan metode HOR tahap 2. Hasil akhir menggunakan metode CBA didapatkan 7 rekomendasi untuk dilaksanakan project owner agar proyek berjalan lancar dan sesuai dengan target yang telah ditetapkan.

Based on Indonesia government strategic program for 35,000 MW electrical generating development, PLN (national electric company) assign its subsidiary for realizing the construction of combined cycle power plant in existing location for project effectiveness. During construction, it will be needed for coordinating among others project that related each others, such as primary energy supply project and electrical transmission project. Based on it, the time of completing the project as per schedule will be main objective of the project beside of quality and cost.
To fulfil the project construction objectives, a risk assessment of the project is needed. Risk assessment is designed following ISO 31010:2009 which explaines the steps of risk assessment process techniques. It is started with risk identification which is in this research, PESTLE and CIMOSA method approach are used. It can be identified that there are 18 risk events for external factor, 22 risk events for internal factor and 54 risk agents that will be analized using House of Risk (HOR) stage 1 method.
Focus Group Discussion (FGD) is held for assessing severity of each risk events and occurrence of risk agents, also the correlation weight between them. Using HOR stage 1 is obtained aggregrate risk potential (ARP) value for each risk agents. Based on ARP value and pareto diagram method, 11 risk agents are choosen as priority and will be evaluated using HOR stage 2. Using HOR stage 2 method, 7 preventive actions (PA) are identified to prevent risk agents occur. These PA is choosen by weighting the correlation with risk agents and by level of difficulty. As final result, using Cost Benefit Analysis (CBA), 7 recommendation for project owner is suggested so the project will success according to the target specified.
