Abstract
PT Pendowo Bagus Jaya (PBJ) merupakan perusahaan yang memiliki tujuan menjadi perusahaan terbaik dan berkualitas serta berfokus padakepuasan konsumen yang bergerak dibidang pengadaan barang dan jasa elektrikal meliputi pengadaan lampu penerangan jalan umum (LPJU), instalasi listrik, serta perawatannya. Perkembangan dalam sektor industri yang semakin ketat menyebabkan pengukuran kinerja menjadi suatu hal yang penting bagi manajemen sebagai tolok ukur untuk melakukan evaluasi terhadap performa perusahaan dan perencanaan tujuan dalam jangka panjang. Saat ini PT PBJ hanya berfokus pada penilaian aspek keuangan, disebabkan karena belum adanya alat pengukuran kinerja secara akurat dan meyeluruh. Hal ini menyebabkan perusahaan belum bisa menelaah sejauh mana visi, misi, dan tujuan strategis perusahaan. Tujuan dari penelitian ini yaitu merancang dan mengimplementasikan sistem pengukuran kinerja di PT PBJ dengan berlandaskan visi dan misi perusahaan dengan metode Balanced Scorecard (BSC) dan Analytical Hierarchy Process (AHP). Metode AHP digunakan untuk menentukan pembobotan antar perspektif dalam skala prioritas. Hasil dari penelitian ini diharapkan dapat menjadi acuan dalam menentukan langkah yang perlu diambil oleh PT PBJ dalam meningkatkan kualitas kinerja perusahaan. Perancangan sistem pengukuran kinerja ini, menghasilkan 13 sasaran strategis dan 18 indikator pengukuran kinerja (KPI). Implementasi dari perancangan penelitian ini menghasilkan nilai kinerja yang didapat dari scoring Objective Matrix (OMAX). Nilai kinerja ditunjukkan dengan nilai Current PerformanceIndicator yang dicapai PT.PBJ pada kuartal II tahun 2018 sebesar 6,645 yang berada pada level 4 – 7 dan disimbolkan dengan warna kuning pada traffic light system. Hal ini menunjukkan bahwa performansi PT.PBJ cukup baik tetapi belum mencapai target dan masih membutuhkan perbaikan dalam mencapai target yang diharapkan.

PT Pendowo Bagus Jaya (PBJ) aims to be the best company and focuses on customer satisfaction engaged in the procurement of goods and electrical services including the procurement of public street lighting, electrical installations, and maintenance. Nowadays, the development of industrial sector leads performance measurement becomes necessary for management as a benchmark for evaluating company performance and planning long-term goals. Currently, PT PBJ only focuses on assessing the financial aspects, due to the absence of an accurate and comprehensive performance measurement tool. Thus, the company has not been able to profoundly examine the company's vision, mission, and strategic objectives. This study aims to design and implement a performance measurement system at PT PBJ based on the company's vision and mission with the Balanced Scorecard (BSC) and Analytical Hierarchy Process (AHP). AHP methods was used to determine the weighting between perspectives on a priority scale. The results of this study are expected to be a reference in determining the steps that need to be taken by PT PBJ to improve quality of the company's performance. The design of this performance measurement system determined as 13 strategic targets and 18 performance measurement indicators. The design implementation of this study obtained from Scoring Objective Matrix (OMAX) and resulted as performance value. In addition, the value of Current Performance Indicator achieved by PT PBJ for quarter II of 2018 is 6.645 points at levels 4 - 7 and symbolized in yellow on the traffic light system. Therefore, it shows that the performance of PT PBJ considered as moderately good. However, it has not reached the target and still needs improvement to achieve the expected target.
