Abstract
PT Boma Bisma Indra (BBI) merupakan salah satu BUMN yang bergerak dalam bidang Manufaktur Peralatan Industri (MPI) dan Manajemen Proyek dan Jasa (MPJ). Saat ini, PT BBI tengah mengalami beberapa permasalahan perusahaan terkait sumber daya manusia, modal kerja, keterlambatan proyek, dan order yang perlu ditingkatkan. Perusahaan perlu melakukan evaluasi disebabkan oleh persaingan bisnis yang semakin ketat. Kondisi persaingan yang ketat ini dapat membuat perusahaan menjadi sulit untuk mendapatkan order dan sulit mengambil alih pasar. Salah satu kegiatan yang penting bagi perusahaan adalah dengan melakukan perbaikan pengukuran kinerja. Pada penelitian ini dilakukan perancangan pengukuran kinerja yang terintegrasi dari level korporat hingga level departemen yang berada pada divisi MPJ sebagai salah satu core bisnis perusahaan dan merupakan “order generator” proyek. Metode yang digunakan adalah Balanced Scorecard dengan melakukan cascading dari strategi perusahaan hingga level departemen pada divisi MPJ, pembobotan menggunakan Analytical Hierarchy Process (AHP), dan uji coba pengukuran kinerja menggunakan Traffic Light System. Penelitian ini menghasilkan strategy map divisi MPJ, strategy map departemen Engineering, dan strategy map departemen Konstruksi. Dihasilkan pula 16 sasaran strategis dan 21 KPI divisi MPJ, 8 sasaran strategis dan 10 KPI departemen Engineering, dan 9 sasaran strategis dan 10 KPI departemen Konstruksi. Hasil uji coba pengukuran kinerja divisi MPJ adalah 15 KPI berwarna hijau, 1 KPI berwarna kuning, dan 5 KPI berawarna merah.

PT Boma Bisma Indra (BBI) is one of the BUMNs that is engaged in Machinery and Equipment Industry (MPI) and Project Management and Service (MPJ). Currently, PT BBI is has several corporate problems related to human resources, working capital, project delays, and orders that need to be improved. Companies need to conduct evaluations due to increasingly fierce business competition. This tight competition conditions can make it difficult for companies to get orders and difficult to take over the market. One of the important activities for the company is to improve performance measurement. In this study an integrated performance measurement design was carried out from the corporate level to the department level which was in the MPJ division as one of the company's business core and was an "order generator" project. The method used is the Balanced Scorecard by cascading from the company's strategy to the department level in the MPJ division, using the Analytical Hierarchy Process (AHP), and scoring using the Traffic Light System. This study resulted the MPJ division’s strategy map, the Engineering department's strategy map, and the Construction department's strategy map. This study found 16 strategic objectives and 21 KPI MPJ divisions, 8 strategic objectives and 10 KPI Engineering departments, and 9 strategic objectives and 10 KPI Construction departments. The results of scoring of the MPJ division are 15 KPIs in green, 1 KPI in yellow, and 5 KPIs in red.
