Abstract

UMKM memiliki peranan yang besar untuk pembangunan ekonomi. Walaupun pertumbuhan jumlah UMKM dari tahun ke tahun mengalami kenaikan, namun peningkatan tersebut hanyalah dari segi kuantitas, tidak diimbangi oleh meratanya peningkatan kualitas. Salah satu peranan yang bisa melakukan pemberdayaan dan juga mendukung UMKM untuk dapat bertahan serta mengembangkannya adalah peran pemerintah, terlebih pemerintah daerah. Pemerintah daerah berperan sebagai pembuat kebijakan dan juga merupakan lini pemerintahan yang paling dekat dengan UMKM dalam memberikan program-program yang bisa meningkatkan kinerja UMKM. Selain dukungan pemerintah, faktor lain yang dapat mengembangkan UMKM dari segi internal adalah orientasi pembelajaran. UMKM yang berkomitmen untuk terus belajar dapat meningkatkan kemampuan inovasinya karena inovasi berkaitan erat dengan lingkungan yang selalu dinamis. Penelitian ini memiliki tujuan yaitu mengidentifikasi pengaruh dukungan pemerintah terhadap orientasi pembelajaran, inovasi, dan kinerja bisnis pada UMKM. Data penelitian didapatkan dari survei menggunakan kuesioner. Kuesioner disebarkan ke UMKM yang mendapatkan bantuan usaha dari Pemerintah Surabaya. Metode PLS-SEM digunakan sebagai teknik analisis data untuk menguji model yang telah dibentuk.
Dari 71 responden yang didapatkan, hasil penelitian menunjukkan bahwa dukungan pemerintah berpengaruh positif terhadap inovasi, orientasi pembelajaran berpengaruh positif terhadap inovasi, orientasi pembelajaran tidak memoderasi hubungan dukungan pemerintah dan inovasi namun bersifat memediasi, serta inovasi memiliki pengaruh positif terhadap kinerja bisnis. Temuan lain pada penelitian ini adalah semua hipotesis yang memiliki pengaruh positif juga memiliki pengaruh yang signifikan.

MSMEs have a big contribution for economic development. Even though the number of MSMEs always increase by the year, but not balanced with quality improvement. To maximize the contribution of MSMEs, the government support is needed as the stakeholder in policy, especially the local government. Local government is the closest line to MSMEs in providing programs that can improve the performance of MSMEs. Futhermore, another factor that can develop the internal of MSMEs is learning orientation. MSMEs that are committed to learning can improve their innovation capabilities because innovation is closely related to dynamic environment. The purpose of this study is to identify the effect of government support on learning orientation, innovation, and business performance of MSMEs. Data obtained from survey using questionnaire. The questionnaire was distributed to MSMEs who received support from the Surabaya Government. PLS-SEM is used to analyze the model.
By using 71 respondents were collected, the analysis result explained that government support has a positive effect on innovation, learning orientation has a positive effect on innovation, learning orientation does not moderate the relationship between government support and innovation but mediate it, and innovation has a positive effect on business performance. Another finding in this study is that all hypotheses that have a positive effect also have a significant effect.
