Abstract

Kualitas pelayanan kesehatan yang prima mendorong rumah sakit untuk terus memperbaiki kinerjanya. Rumah sakit sebagai pemberi layanan kesehatan harus memperluas pemeriksaan kualitasnya dengan berorientasi pada perspektif pelanggan, karena semakin meningkatnya kesadaran pasien yang mengharapkan kualitas layanan kesehatan. Sejalan dengan metode pengukuran kinerja, RSUD Ibnu Sina Gresik selama ini melakukan penilaian kinerja hanya mengunakan indikator mutu pelayanan dan indikator keuangan sehingga tidak menjangkau aktifitas lain yang seharusnya diukur dan dievaluasi untuk bisa meningkatkan kinerja organisasi secara keseluruhan.
Penelitian ini bertujuan untuk menganalisa penilaian kinerja dan upaya yang diterapkan dalam meningkatkan kinerja pelayanan rawat inap di RSUD Ibnu Sina Gresik dengan menggunakan metode Integrated Performance Measurement System dan Objective Matrix. Pengukuran kinerja dengan menentukan kriteria dan sub-kriteria dalam Focus Group Discussion para stakeholders untuk membangun struktur penilaian kinerja rawat inap. Untuk mengukur tingkat pencapaian objectives business maka diperlukan Key Performance Indicator yang mencerminkan kinerja unit bisnis yang diamati dan scoring penilaian kinerja mengunakan Objective Matrix untuk mengetahui nilai kinerja secara keseluruhan.
Hasil pengukuran kinerja rawat inap dengan metode Integrated Performance Measurement System dapat mengidentifikasi 18 Key Performance Indicator dan scoring system dengan metode Objective Matrix didapatkan pencapaian nilai kinerja sebesar 7,3727 yang berarti kinerja unit rawat inap berada dalam kategori baik. Peningkatan kompetensi perawat melalui pendidikan dan pelatihan merupakan rekomendasi prioritas yang dapat dilakukan dalam upaya peningkatan kinerja rawat inap.

The quality of excellent health services encourages hospitals to continue to improve their performance. Hospitals as health care providers must extend their quality checks with a customer-oriented perspective, because of the increasing awareness of patients who expect quality health care. In line with the performance measurement method, RSUD Ibnu Sina Gresik has carried out performance appraisal using only service quality indicators and financial indicators so that it does not reach other activities that should be measured and evaluated to improve overall organizational performance.
This study aims to analyze the assessment of performance and efforts applied in improving the performance of inpatient services at RSUD Ibnu Sina Gresik using the method of Integrated Performance Measurement System and Objective Matrix. Performance measurement by determining the criteria and sub-criteria in the Focus Group Discussion stakeholders to build a structure for evaluating inpatient performance. To measure the level of achievement of business objectives, a Key Performance Indicator is needed that reflects the observed business unit performance and performance rating scoring using Objective Matrix to determine the value of overall performance.
The results of the measurement of inpatient performance with the Integrated Performance Measurement System method can identify 18 Key Performance Indicators and scoring systems with the Objective Matrix method obtained achievement of a performance value of 7.3727 which means the performance of inpatient units is in a good category. Increasing the competence of nurses through education and training is a priority recommendation that can be done in an effort to improve the performance of inpatient care.
