Abstract

Indonesia is the largest archipelagic country in the world that is prone to natural disasters, including earthquakes. To overcome communication problems in these emergencies, a reliable communication system is needed. The high frequency communication system is radio (High Frequency or HF) communication with a frequency range of 3 - 30 MHz which has been developed since 1950 - 1960. This communication system can propagate through skywave propagation by utilizing the ionosphere. By using HF waves, communication can be done up to a distance of thousands of kilometers. HF waves can be propagated with three propagation models namely Groundwave, Skywave, and NVIS. NVIS propagation utilizes the ionosphere with an elevation angle of 65o-90o to reflect the radio waves. Propagation using ionospheric propagation has a lot of interference. The ionosphere conditions change over time, so it requires calculations to be able to predict ionospheric conditions. The design of communication links and link budget calculations is needed to determine the transmit power needed and the losses that exist in the communication lines that are passed by the HF radio waves. Based on the calculation, the power received 11 Watt was obtained and the simulation carried out using Proplab software was obtained by NVIS propagation with an elevation angle of 78.9o with a working frequency of 7 MHz with 10.4 dB transmitter gain.
