Abstract
Untuk mengamankan pesisir kota Jakarta dari bahaya banjir ketika air pasang, pemerintah bekerja sama dengan konsultan asing untuk membangun sebuah proyek bernama NCICD (National Capital Integrated Coastal Development). Dalam pengerjaannya, NCICD dibagi menjadi beberapa fase. Fase (A) adalah mengoptimasi saluran air yang ada dan membangun seawall baru di sepanjang pesisir Jakarta. Fase (B) adalah pembuatan kolam penampungan air dan seawall di sisi bagian barat Tanjung Priuk. Fase (C) adalah pembuatan kolam penampungan air dan seawall di sisi bagian timur Tanjung Priuk. Namun setiap tahun freeboard seawall NCICD fase A akan berkurang diakibatkan land subsidence dan sea level rise sehingga harus ditentukan apakah seawall masih tetap efektif pada kondisi tahun 2018. Untuk menentukan keefektifan seawall pada proyek NCICD fase A, dilakukan perhitungan pada kondisi overflowing,overtopping,dan kestabilan struktur pada seawall yang sudah dibangun. Takagi pada tahun 2017, sudah melakukan perhitungan keefektifan seawall NCICD fase A berdasarkan overflowing. Setelah dilakukan perhitungan overtopping yang terjadi pada seawall NCICD fase A yang sudah dibuat, pada tahun 2024 diperkirakan overtopping sudah melewati batas aman. Batas aman yang ditetapkan mengenai overtopping yang terjadi yaitu sebesar 5 l/m/s. Untuk tetap aman sampai tahun 2040 dilakukan penambahan freeboard seawall minimum sebesar 4,44 meter. Hasil ini didapat dari bentuk vertical seawall dengan tambahan bullnose bersudut 60°.

To defend Jakarta coast from the danger of tide flood, the government is working with foreign consultants to build a project called NCICD (National Capital Integrated Coastal Development). In the process, the NCICD is divided into several phases. Phase (A) is optimize existing waterways and build new seawalls along the coast of Jakarta. Phase (B) is build a water reservoir and seawall on the western side of Tanjung Priuk. Phase (C) is build water reservoir and a seawall on the eastern side of Tanjung Priuk. However, every year the freeboard of seawall NCICD Phase A will be reduced due to land subsidence and sea level rise so it must be determined whether the seawall is still effective at 2018. To determine the effectiveness of the phase A NCICD project, calculations are made on overflowing, overtopping and stability conditions on the seawall that has been built. Takagi in 2017 has calculated the effectiveness of all NCICD phases (A) based on overflowing. After overtopping calculations that occur in the NCICD phase (A) have been made, in 2024 it is estimated that overtopping has crossed the safe limit. The safe limit set regarding overtopping that occurs is equal to 5 l / m / s. To remain safe until 2040, the minimum addition of a seawall freeboard is 4.44 meters. This result is obtained from the vertical seawall with the addition of a 60 ° bullnose angle.
