Abstract
Pemerintah Indonesia melalui kementerian pariwisata menargetkan 20 juta wisatawan mancanegara secara nasional pada tahun 2019, salah satu provinsi yang berpotensi adalah Maluku. Angkasa Pura I selaku pengelola Bandara Pattimura Ambon mendukung penuh rencana dan target pemerintah untuk mendatangkan wisatawan ke Provinsi Maluku salah satunya dengan meningkatkan pelayanan yang berorientasi pada kenyamanan penumpang jasa bandar udara, Angkasa Pura I akan melakukan pengembangan terminal. Guna mendukung rencana perluasan terminal bandar udara pattimura tersebut, perlu dilakukan Analisis kapasitas serta perencanaan pengembangan terminal bandar udara Pattimura Ambon.Tahap pertama dalam pengerjaan tugas akhir ini adalah perumusan masalah dan studi literatur yang bertujuan untuk mengetahui metode apa yang di gunakan dalam perencanaan pengembangan terminal Bandara Internasional Pattimura. Data primer yang dikumpulkan berupa waktu pelayanan yang diperoleh dari survei langsung serta data sekunder berupa spesifikasi Bandara Pattimura, jumlah penumpang, proses keberangkatan penumpang, data pesawat per hari, riwayat pengembangan bandara serta detail desain lay-out Bandara Pattimura. Tahap selanjutnya adalah perhitungan check in counter, security gate berdasarkan data jumlah penumpang eksisting, kemudian dilakukan analisis kinerja ruang tunggu keberangkatan menggunakan standar pelayanan (Level of Service). Pengembangan bandara diperlukan perhitungan peramalan penumpang hingga tahun 2023. Berikutnya adalah perhitungan ulang desain terminal menggunakan data hasil peramalan serta perencanaan penempatan teknologi modern guna menggantikan teknologi eksisting untuk mendukung pengembangan terminal Bandara Pattimura menjadi smart airport. Langkah terakhir adalah penggambaran detail hasil perhitungan pengembangan terminal Bandara Pattimura. Hasil dari perhitungan pada tugas akhir ini menunjukan kebutuhan check-in counter dari hasil survei jumlah dan waktu pelayanan penumpang adalah maskapai Citilink Airlines 5 buah, Lion Air 4 buah, Batik Air 4 buah, Trigana Air 1 buah, Garuda Indonesia 5 buah, Sriwijaya Air 3 buah, Wings Air 3 buah, security gate 3 buah dan check-in area 447,84 m2 yang masih menunjukan LoS nilai A. Kebutuhan luas ruang tunggu gate 1-2 sebesar 754,39 m2, gate 3 821,83 m2 dan gate 4 605 m2. Hasil peramalan pertumbuhan penumpang pada tahun 2023 menunjukan hasil sejumlah 982.110 pax/tahun. Pengembangan terminal keberangkatan disempurnakan dengan penerapan konsep smart airport yaitu pada bagian check-in area yang menggunakan 3 sistem counter check-in, yaitu 10 counter check-in eksisting, 7 self check-in dan ditambah 8 counter check-in cadangan yang akan diaktifkan apabila kamera detector mendeteksi adanya panjang dan waktu antrian yang melebihi standar IATA. Penerapan konsep smart airport juga terdapat pada bagian security gate, digunakan 5 buah security gate yang mengadopsi teknologi dari EVOLV EDGE yang menggunakan gelombang millimeter aktif dan sinar elektromagnetik yang ditembakan langsung pada penumpang, sehingga penumpang tidak perlu melepaskan perlengkapan pakaian dan mengeluarkan laptop, sehingga menghasilkan waktu pelayanan lebih cepat yang diklaim mencapai 800 pax/jam.

The Indonesian government through the tourism ministry targets 20 million foreign tourists nationally in 2019, one of the potential provinces is Maluku. Angkasa Pura I as the manager of Ambon Ambon Airport fully supports the government's plans and targets to bring tourists to Maluku Province, one of them is by improving services oriented to the convenience of passengers in airport services, Angkasa Pura I will conduct beautification and development on the terminal side. The first step in the execution of this final project is the formulation of the problem and the study of literature which aims to find out what methods are used in planning the development of the Pattimura International Airport terminal. Followed by primary data collection in the form of service time obtained from direct surveis and secondary data in the form of Pattimura Airport specifications, history of aircraft and passenger traffic, passenger departure process, aircraft data per day, history of airport development and lay-out detailed design of Pattimura Airport. After all data is obtained, the next stage is the calculation of the check-in counter, security gate based on existing passenger traffic data, then analyze the performance of the departure lounge uses a service standard (Level of Service). Furthermore, to plan development, it is necessary to calculate passenger forecasting until 2023. The next step is to recalculate terminal design using forecasting data as well as planning modern placement technology to replace existing technology for supporting the development of Pattimura Airport terminals in particular and Pattimura Airport in general being Smart Airport . The final step is a detailed description of the calculation results of the development of Pattimura Airport terminal. The results of the calculations in this final project show that when viewed from the survei results from number and timing of passenger services, the need for airline check-in counters Citilink Airlines 5 counters, Lion Air 4 counters, Batik Air 4 counters, Trigana Air 1 counter, Garuda Indonesia 5 counters, Sriwijaya Air 3 counters, Wings Air 3 counters, 3 security gates and 447.84 m2 of check-in area which still shows LoS with point A. The need for a 1-2 gate waiting area is 754.39 m2, gate 3 821.83 m2 and gate 4 605 m2. The results of forecasting passenger growth in 2023 show results of 982,110 pax. Development of the departure terminal is enhanced by the application of the smart airport concept, that is at the check-in area that uses 3 check-in counter systems, those are 10 existing check-in counters, 7 self check-ins and added by 8 backup check-in counters which will be activated when The camera detector detects the length and queue time that exceeds the IATA standard. The application of the smart airport concept is also found in the security gate section, used 5 security gates that adopt EVOLV EDGE technology that uses active millimeter waves and electromagnetic rays which are fired directly on passengers, so passengers do not need to remove the cloths and the laptop, so the result of time faster service claimed to reach 800 passengers / hour.
