Abstract
In an effort to strengthen Indonesia's economy, the Government of the Republic of Indonesia has developed a plan through the establishment of Science and Technology Parks (STPs). An STP is an area where several parties collaborate to develop and apply science and technology to foster innovation and technology-based startups, thereby contributing to economic growth. Because STPs have important functions, a performance measurement system is needed to ensure that they perform their functions properly. The performance measurement system currently used for STPs in Indonesia is based on Key Performance Indicators (KPIs) designed by the government. However, the KPI system has limitations because it only measures the end results and does not yet assess the human resource aspect. Therefore, this final project aims to develop a generic framework for measuring the performance of STPs in Indonesia. The framework used in this final project is the Performance Prism framework. The framework is designed based on the needs and contributions of key stakeholders of STPs in Indonesia. The strategies, processes, and capabilities required to satisfy these needs are then identified. After that, Performance Indicators (PIs) for each facet of the Performance Prism are identified. Each stakeholder, facet of the Performance Prism, and PI is also assigned a weight. A dashboard for measuring STP performance is then designed. Finally, the developed framework is applied to measure the performance of ITS Science Techno Park. The measurement results are not optimal due to a lack of data; however, based on the measured PIs, ITS Science Techno Park has a low level of innovation and research climate, as well as insufficient branding of the STP. Dalam upaya meningkatkan perekonomian Indonesia, Pemerintah Republik Indonesia merancang rencana pengembangan Kawasan Sains Teknologi (KST). KST merupakan suatu wilayah yang menjadi wadah kerja sama antara berbagai pihak untuk mengembangkan dan mengaplikasikan ilmu pengetahuan dan teknologi guna menumbuhkan startup berbasis teknologi yang dapat berkontribusi terhadap pertumbuhan ekonomi. Dikarenakan KST memiliki peran penting, diperlukan suatu sistem pengukuran kinerja untuk memastikan bahwa KST dapat menjalankan fungsinya dengan baik. Sistem pengukuran kinerja yang saat ini diterapkan untuk KST di Indonesia adalah pengukuran menggunakan Key Performance Indicator (KPI) yang dirancang oleh pemerintah. Namun, terdapat kekurangan pada KPI yang dirancang, yaitu KPI tersebut hanya mengukur hasil akhir suatu proses dan belum mengukur aspek sumber daya manusia. Oleh sebab itu, penulis ingin merancang kerangka kinerja umum untuk mengukur kinerja KST di Indonesia. Kerangka kinerja yang digunakan adalah kerangka Performance Prism. Kerangka kinerja yang dirancang berlandaskan pada kebutuhan dan kontribusi stakeholder kunci KST di Indonesia. Selanjutnya, strategi, proses, dan kapabilitas yang diperlukan untuk memenuhi kebutuhan stakeholder diidentifikasi. Setiap stakeholder, sisi Performance Prism, dan Performance Indicator (PI) kemudian diberikan bobot. Setelah itu, dashboard untuk mengukur kinerja KST juga dirancang. Akhirnya, kerangka kinerja yang telah dirancang digunakan untuk mengukur kinerja ITS Science Techno Park. Hasil pengukuran kinerja kurang optimal dikarenakan terdapat keterbatasan data pada ITS Science Techno Park. Namun, berdasarkan PI yang berhasil diukur, ITS Science Techno Park memiliki tingkat iklim inovasi dan penelitian yang rendah serta masih rendahnya upaya branding dari ITS Science Techno Park.
