Abstract
Kelurahan Sidotopo dan Kelurahan Pegirian, Kecamatan Semampir merupakan daerah permukiman padat penduduk yang terletak di Surabaya Utara. Daerah ini memiliki fungsi utama sebagai permukiman, industri, dan pergudangan. Kelurahan Sidotopo dan Kelurahan Pegirian masuk ke dalam kawasan yang tergolong kumuh. Kedua kelurahan ini termasuk dalam area berisiko tinggi terhadap kesehatan lingkungan sehingga memerlukan perhatian dan prioritas dari Pemerintah Kota Surabaya mengenai pembangunan program dan kegiatan yang terkait dengan bidang sanitasi. Berdasarkan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kota Surabaya tahun 2016 – 2021, Kelurahan Sidotopo dan Kelurahan Pegirian termasuk dalam prioritas pertama dalam penataan dan peningkatan kualitas perumahan dan permukiman. Program penataan tersebut salah satunya adalah membangun sarana dan prasarana pengelolaan air limbah domestik untuk meningkatkan cakupan layanan sanitasi. Sehingga dibutuhkan perencanaan SPALD dan IPALD di Kelurahan Sidotopo dan Kelurahan Pegirian. Metode perencanaan dimulai dengan merumuskan masalah, mencari studi literatur terkait perencanaan yang akan dilakukan, pengumpulan data, pengolahan data, perencanaan, dan kesimpulan. Pengumpulan data terdiri dari pengumpulan data primer dan sekunder. Data primer meliputi kualitas air limbah domestik kakus dan non-kakus, pemakaian air bersih, kepemilikan fasilitas sanitasi, jaringan saluran drainase dan pipa PDAM, dan rencana lokasi IPALD. Data sekunder yang diperlukan adalah informasi demografi, baku mutu air limbah domestik, informasi kondisi sanitasi dan kesehatan masyarakat, peta administrasi Kelurahan Sidotopo, dan Harga Satuan Pokok Kegiatan (HSPK) Kota Surabaya tahun 2019. Perencanaan ini akan mengkaji dua aspek yaitu aspek teknis dan finansial. Aspek teknis membahas mengenai perencanaan SPALD dan IPALD sedangkan aspek finansial membahas mengenai kelayakan keuangan dengan metode Financial Net Present Value (FNPV). Perencanaan SPALD dan IPALD menghasilkan dimensi bangunan dan nilai kelayakan finansial. SPALD membutuhkan pemompaan di 22 titik. IPALD menggunakan unit pengolahan grit chamber, sequencing batch reactor, dan disinfeksi. Efluen dari IPAL memiliki kualitas sebagai berikut; BOD = 6,10 mg/L; COD = 21,09 mg/L; TSS = 3,66 mg/L; NH4-N = 9,59 mg/L; minyak dan lemak = 2,4 mg/L; dan total coliform = 3000 MPN/100 L. Efluen IPALD telah memenuhi baku mutu yang disyaratkan. Investasi setiap KK untuk SPALD dan IPALD ini adalah sebesar Rp 3.626.688,32. Perhitungan kelayakan finanasial dengan menggunakan metode NPV menghasilkan nilai Rp 4.693.504.138 sehingga proyek dinyatakan layak secara finansial.

Sidotopo and Pegirian, Semampir District are densely populated residential areas located in North Surabaya. These areas have the main function as a settlement, industry, and warehousing. Sidotopo and Pegirian are categorized as a slum area. Both of these villages are included in the high-risk area of environmental health and thus require the attention and priority of the Surabaya City Government regarding the development of programs and activities related to the sanitation sector. Based on the Surabaya City Medium-Term Development Plan (RPJMD) in 2016 - 2021, Sidotopo and Pegirian are included in the first priority in structuring and improving the quality of housing and settlements. One of the structuring programs is to build facilities and infrastructure for domestic wastewater management to increase the coverage of sanitation services. So that the design of SPALD and IPALD is needed in these villages. The design method begun with formulating the problem, looking for literature studies related to designing to be carried out, data collection, data processing, planning, and conclusions. Data collection consists of primary and secondary data. Primary data includes the quality of domestic wastewater, water usage, ownership of sanitation facilities, drainage and water networks, and location plan for WWTP. Secondary data are demographic information, domestic wastewater quality standards, information on sanitation and public health conditions, administrative maps of Sidotopo and Pegirian, and Surabaya City Unit Price (HSPK) in 2019. This design examined two aspects, namely the technical and financial aspects. The technical aspects discuss planning SPALD and WWTP while the financial aspects discuss financial feasibility using the Financial Net Present Value (FNPV) method. The results of this design are building dimensions and financial feasibility values. SPALD requires pumping at 22 points. WWTP uses several processing units, that is grit chamber, sequencing batch reactors, and disinfection. The effluent from WWTP has the following qualities; BOD = 6,10 mg/L; COD = 21,09 mg/L; TSS = 3,66 mg/L; NH4-N = 9,59 mg/L; oil and grease = 2,4 mg/L; and total coliform = 3000 MPN / 100 L. The effluent of IPALD has met the required quality standards. The investment of each household for SPALD and WWTP is IDR 3.626.688,32. The financial feasibility calculation using the NPV method produces a value of Rp. 4.693.504.138 so that the project is declared financially feasible.
