Abstract

Kota Madiun sebagai kota Open Defecation Free (ODF) sejak tahun 2014, hingga tahun 2017 memiliki jumlah penduduk sebanyak ±176.099 jiwa, dengan jumlah penduduk yang cukup tinggi, diperkirakan timbulan lumpur tinja yang ada di Kota Madiun akan sebanding dengan tingginya jumlah penduduk. Sebanyak ±42.276 KK atau 97,1% penduduk di Kota Madiun menggunakan sistem individual on-site berupa tangki septik, namun mayoritas penduduk pengguna tangki septik di Kota Madiun sebanyak 66,5% tidak pernah melakukan pengurasan, dan hanya 33,5% yang melakukan pengurasan lumpur tinja. Pengurasan lumpur tinja dilakukan oleh pihak swasta penyedia jasa layanan sedot tinja dan di buang di lahan terbuka atau badan air, hal ini disebabkan karena Kota Madiun belum memiliki Instalasi Pengolahan Lumpur Tinja (IPLT) dan terkendala jarak dan waktu tempuh untuk menuju lokasi IPLT terdekat, yaitu IPLT Kabupaten Madiun dan IPLT Kabupaten Ponorogo, oleh karena itu diperlukan adanya Instalasi Pengolahan Lumpur Tinja (IPLT) di Kota Madiun. Perencanaan Instalasi Pengolahan Lumpur Tinja (IPLT) di Kota Madiun direncanakan terletak di Kelurahan Winongo, Kecamatan Manguharjo, Kota Madiun, tahapan perencanaan dimulai dari perizinan, survey lapangan, pengambilan data primer menggunakan metode kuisioner semi terbuka kepada masyarakat Kota Madiun, wawancara terstruktur kepada penyedia jasa layanan sedot tinja, swasta, observasi langsung untuk melihat lokasi perencanaan, dan uji karakteristik lumpur tinja yang dilakukan di IPLT Keputih, Surabaya, serta pengambilan data sekunder kepada Dinas PU Cipta Karya, Dinas Kesehatan dan Keluarga Berencana, Badan Perencanaan Pembangunan Daerah Kota Madiun, dan Badan Pusat Statistik Kota Madiun. Perencanaan Instalasi Pengolahan Lumpur Tinja (IPLT) di Kota Madiun direncanakan dengan persen pelayanan 70% , sehingga pada periode akhir perencanaan di tahun 2038, kapasitas Instalasi Pengolahan Lumpur Tinja di Kota Madiun dengan 7 hari kerja mencapai 30 m3/ hari. Unit alternatif pengolahan yang digunakan antara lain Solid Separation Chamber, Anaerobik Baffled Reactor, Aerated Lagoon, Constructed Wetland, Bak Desinfeksi , Sludge Drying Bed dan Drying area dengan total lahan yang dibutuhkan sebesar 477,85 m2. Berdasarkan HSPK Kota Madiun tahun 2018, estimasi dana yang dibutuhkan untuk pembangunan Instalasi Pengolahan Lumpur Tinja (IPLT) sebesar Rp 2.325.000.000. Perhitungan kelayakan ekonomi dengan menggunakan metode Economic Net Present Value (ENPV) menghasilkan nilai + Rp 31.357.581.626, dan metode Economic Benefit Cost Ratio (EBCR) menghasilkan nilai 6,6 sehingga proyek dinyatakan layak secara ekonomi.

Madiun as a city of Open Defecation Free (ODF) since 2014, until 2017 has a population of ± 176,099 inhabitants, with a fairly high population, it is estimated that the generation of sludge in the city of Madiun will be proportional to the high population. ± 42,276 households or 97.1% of the population in the city of Madiun use an individual on-site system in the form of a septic tank, but 66.5% of the population using septic tanks in Madiun never drained, and only 33.5% did drainage of sludge. Drainage sludge is carried out by private sewerage service providers and disposed of in open land or water bodies, this is due to the fact that Madiun City does not have a Faecal Sludge Treatment Plant (FSTP) and is constrained by distance and travel time to get to the nearest FSTP location, namely IPLT of Madiun Regency and IPLT in Ponorogo Regency. Therefore Faecal Sludge Treatment Plant (FSTP) is needed in Madiun City. Planning for Fecal Sludge Treatment Plant (FSTP) is planned in Winongo Village, Manguharjo Subdistrict, Madiun City, planning stages start from licensing, field surveys, primary data collection using semi-open questionnaire methods to the people of Madiun City, structured interviews to private parties, direct observation for see the location of planning, and test the characteristics of fecal sludge carried out in Keputih FSTP, Surabaya, and secondary data collection to the General of Human Settlements Office, Health and Family Planning Office, Regional Development Planning Agency, and Madiun City Central Bureau of Statistics. The planned Fecal Sludge Treatment Plant (IPLT) in the city of Madiun is planned to service 70%, so that in the final period of planning in 2038, the capacity of the Faecal Sludge Treatment Plant in Madiun City with 7 working day reaches 30 m3/day. The alternative processing unit in the form of Solid Separation Chamber, Anaerobic Baffle Reactor, Aerated Lagoon, Constructed Wetland, Disinfection, Sludge Drying Bed and Drying area with a total area of 477, 85 m2. Based on HSPK Madiun 2018 estimated funds needed for the construction of Faecal Sludge Treatment Plant (FSTP) of Rp 2.325.000.000. The economic feasibility calculation using Economic Net Present Value (ENPV) method produces a value of + Rp 31.357.581.626, and Economic Benefit Cost Ratio (EBCR) method produces a value of 6,6 so that the project is declared economic feasible.
