Abstract

Kota Salatiga merupakan salah satu kota yang menggunakan mata air sebagai air baku PDAM untuk memenuhi kebutuhan air minum penduduknya. Air baku mata air hanya membutuhkan pengolahan sederhana untuk dapat memenuhi baku mutu Peraturan Menteri Kesehatan Republik Indonesia No. 492 Tahun 2010 tentang Persyaratan Kualitas Air Minum. Teridentifikasi terdapat parameter pH dan total koliform yang tidak memenuhi baku mutu. Pada segi kuantitas pun diproyeksikan akan terjadi pengurangan air baku seiring waktu dan dari air yang hilang sehari-harinya setelah proses produksi. Dengan demikian, harus dilakukan tindakan pemantauan dan pencegahan terhadap risiko pada proses produksi PDAM Kota Salatiga.

Pada penelitian ini bertujuan untuk mengidentifikasi risiko penyebab penurunan kualitas dan kuantitas air produksi serta menentukan tindakan pemantauan dan perbaikan terhadap risiko yang borpotensi akan terjadi. Metode yang digunakan pada penelitian ini adalah Hazard Analysis Critical Control Point atau HACCP. Metode ini tepat digunakan untuk pengendalian kualitas produk sebuah perusahaan makanan atau minuman, termasuk PDAM yang memproduksi air minum. HACCP memiliki tahapan dengan urutan membuat deskripsi produk, mengidentifikasi tujuan penggunaan produk, membuat diagram alir produk, menganalisis seluruh risiko potensial, menentukan Critical Control Point (CCP) dengan metode Failure Mode and Effect Analysis (FMEA), menentukan batas kritis tiap CCP, menentukan tindakan pemantauan untuk setiap CCP dan yang terakhir adalah menentukan tindakan perbaikan untuk setiap CCP.

Penelitian ini telah mengidentifikasi bahwa risiko yang paling mempengaruhi kualitas adalah pada aspek machine dengan risiko kelayakan kondisi reservoir yang memiliki skor Risk Probablity Number (RPN) sebesar 75 sebagai prioritas pertama. Prioritas kedua yaitu pada aspek material dengan risiko kualitas air baku yang memiliki skor RPN sebesar 50. Kemudian prioritas ketiga pada aspek method dengan risiko parameter pengujian kualitas air yang memiliki skor 50. Sedangkan untuk risiko yang mempengaruhi kuantitas, prioritas risiko pertama yaitu pada aspek ¬machine dengan risiko kelayakan kondisi reservoir yang memiliki skor RPN sebesar 75. Prioritas kedua yaitu pada aspek method dengan risiko pemeriksaan berkala kondisi perpipaan yang memilki skor RPN sebesar 48. Prioritas ketiga yaitu pada aspek man dengan risiko evaluasi berkala pekerja kasar lapangan yang memiliki skor RPN sebesar 48. Selain ketiga prioritas risiko terdapat 18 risiko lain untuk segi kualitas dan 15 risiko lain untuk segi kuantitas. Untuk menangani seluruh risiko telah diusulkan tindakan monitoring dan perbaikan yang sesuai.

Salatiga City is one of the cities that uses springs as raw water for PDAMs to meet the drinking water needs of its population. The raw water for springs only requires simple processing to meet the quality standards of the Regulation of the Minister of Health of the Republic of Indonesia No. 492 of 2010 concerning Drinking Water Quality Requirements. There were identified pH parameters and total coliforms that did not meet the quality standards. In terms of quantity, it is projected that there will be a reduction in raw water over time and from water lost daily after the production process. Therefore, risk and monitoring measures must be taken in the production process of the Salatiga City PDAM. This study aims to identify the risks that cause a decrease in the quality and quantity of production water as well as determine the monitoring and improvement measures for risks that will potentially occur, so that the quality and quantity of water production can be controlled by the PDAM Salatiga City.The method used in this study is Hazard Analysis Critical Control Point or HACCP. This method is appropriate for controlling the quality of products of a food or beverage company, including PDAMs that produce drinking water. HACCP has stages in the sequence of making product descriptions, identifying the purpose of using the product, making product flow diagrams, analyzing all potential risks, determining Critical Control Points (CCP) with Failure Mode and Effect Analysis (FMEA) method, determining critical limits for each CCP, determining monitoring actions for each CCP and the last is to determine corrective actions for each CCP.

This study has identified that the risk that most affects quality is in the machine aspect with the feasibility risk of reservoir conditions that have a Risk Probablity Number (RPN) score of 75 as the first priority. The second priority is the material aspect with the risk of raw water quality which has a RPN score of 50. Then the third priority is the method aspect with the risk of water quality testing parameters that have a score of 50. As for the risks that affect the quantity, the first risk priority is the machine aspect with the feasibility risk of reservoir conditions that have an RPN score of 75. The second priority is on the aspect method with the risk of periodic inspection of piping conditions that has a RPN score of 48. The third priority is the man aspect with periodic risk evaluations of field workers who have an RPN score amounting to 48. In addition to the three risk priorities there are 18 other risks in terms of quality and 15 other risks in terms of quantity. To deal with all risks, appropriate monitoring and improvement measures have been proposed.
