Abstract

Zona Air Minum Prima (ZAMP) merupakan area khusus dimana air yang didistribusikan kepada pelanggan telah memenuhi persyaratan untuk dapat langsung diminum tanpa harus dimasak terlebih dahulu. PDAM Surya Sembada Kota Surabaya menerapkan program Zona Air Minum Prima (ZAMP) mulai bulan Mei 2018 di Ngagel Tirto dengan melayani 152 sambungan rumah (SR). Namun dalam penerapan program ZAMP di Surabaya, terdapat berbagai tantangan dan kendala baik dari faktor teknis maupun faktor masyarakat. Selain itu, air yang didistribusikan harus senantiasa memenuhi persyaratan agar tidak menimbulkan gangguan kesehatan bagi pelanggan yang mengonsumsi air siap minum tersebut. Oleh karena itu, untuk mengetahui kondisi dan keberhasilan dari penerapan program ZAMP, dilakukan evaluasi dari aspek operasional ZAMP dan aspek pemanfaatan air siap minum oleh pelanggan yang telah dilayani proram ZAMP kemudian menentukan rencana pemantauan dan pemeliharaan kualitas air. Aspek operasional yang dikaji meliputi sistem distribusi, kualitas air yang didistribusikan dan tekanan pada jaringan berdasarkan data primer dan sekunder. Metode yang digunakan dalam penelitian ini adalah dengan pengambilan sampel kualitas air dengan parameter total coliform dan sisa klor serta pengukuran tekanan di sambungan rumah pelanggan yang dilayani ZAMP, uji kualitas air di laboratorium, analisis jaringan dengan WaterCAD v8i, kuesioner dan studi literatur. Lokasi titik pengambilan sampel air dilakukan di sambungan rumah pelanggan yang juga menjadi responden kuesioner. Aspek pemanfaatan terkait persentase pelanggan ZAMP yang mengonsumsi langsung air siap minum PDAM berdasarkan hasil kuesioner kepada pelanggan. Rencana pemantauan dan pemeliharaan kualitas air siap minum meliputi kualitas air, tekanan dan kehilangan air yang ditentukan berdasarkan literatur dan studi kasus penerapan ZAMP pada PDAM lainnya. Dari aspek operasional, DMA 201 melayani 152 SR dengan pemakaian air pelanggan domestik 228 L/orang/hari. Sistem distribusi hampir kontinu 24 jam dengan kapasitas produksi rata-rata yaitu 18,134 m3/jam telah mampu memenuhi pemakaian air pelanggan saat jam puncak yaitu 16,120 m3/jam. Tekanan di titik terjauh telah memenuhi kriteria yaitu 11,592 mH2O saat jam puncak pemakaian air. Hasil analisis kualitas air 70% dari sampel telah memenuhi persyaratan kualitas air siap minum untuk parameter total coliform. Dari aspek pemanfaatan air siap minum di pelanggan, persentase jumlah pelanggan yang mengonsumsi langsung air siap minum dari keran adalah 0%. Namun 73% dari responden berminat mengonsumsi air siap minum apabila PDAM telah menjamin kualitas airnya telah memenuhi syarat untuk dapat langsung diminum sampai keran dalam rumah pelanggan. Rencana pemantauan kualitas air dilakukan secara berkala sesuai PERMENKES serta memasang Residual Chlorine Monitor (RCM) dan LCD atau display hasil analisis kualitas air di instalasi, Balai RW 03 dan TK Pelangi. Rencana pemantauan tekanan dengan memasang manometer di inlet dan di titik terjauh (kritis) distribusi. Rencana pemantauan kehilangan air dengan melakukan water audit setiap bulan.

Zona Air Minum Prima (ZAMP) is special area where the water that distributed to customers has met the quality standard to be drunk directly without having to be cooked first. PDAM Surya Sembada Surabaya implemented the Zona Air Minum Prima (ZAMP) program starting on May 2018 in Ngagel Tirto by serving 152 house connections. However to implement the ZAMP program in Surabaya, there are various challenges and constrains both from technical and community factors. In additions, distributed potable water should met the requirements, so it will not cause health problems for customers who consume it. Therefore, to find out the condition and how successfull the implementation of ZAMP program, an evaluations of the operational aspects and utilization aspects of potable water for customers of ZAMP program are needed and then determined monitoring and maintenance of water quality plan. The operational aspects are related to the distribution system, the quality of the distributed water and the pressure on the distribution network based on primary and secondary data. The method that we used in this research was by taking water quality samples with total coliform and residual chlorine parameters as well as measuring the pressure at customer house connections, water quality analysis in laboratory, distribution network analysis with WaterCAD v8i, questionnaires and literature studies. The location of the water sampling point at the customer's house which they were also the respondents of the questionnaires. The utilization aspect relates to the percentage of ZAMP customers who consume potable water of PDAM based on the results of questionnaires. Plans for monitoring and maintaining the quality of potable water include water quality, pressure and water losses that determined based on the literature and case studies on the application of ZAMP by other PDAMs. In operational aspect, the DMA 201 serves 152 house connections with 228 L/person/day of domestic water usage. The distribution system is almost continous for 24 hours with the average production capacity 18,134 m3/hour has been able to fulfill the customer water usage during peak hours 16,120 m3/hour. The pressure at the farthest point of distribution network has met the criteria of 11,592 mH2O during peak hours. The results of water quality analysis is about 70% of water samples have met the quality standard of potable water for total coliform parameters. In utilization of potable water by the customer, the percentage of customers who consume directly potable water from the tap is 0%. However, about 73% of respondents are interested in consuming potable water if the PDAM has guaranteed that the water quality has met the quality standard of potable water until in the tap of customer’s house. The water quality monitoring plan is carried out periodically according to the PERMENKES and installing Residual Chlorine Monitor (RCM) and LCD that display the result of water quality analysis in the installation of ZAMP, Citizens Association (RW) hall 03 and Pelangi Kids Kindergarten. The pressure monitoring plan is installing a manometer in the inlet and the farthest (critical) point of distribution network. The water losses monitoring plan is conducting a water audit every month.
