Abstract

Kabupaten Jombang memiliki 36 Tempat Penampungan Sementara (TPS) yang menghasilkan sejumlah ± 62 Ton/hari. TPA Gedangkeret telah beroperasi sejak tahun 1994. TPA Gedangkeret sempat memiliki lokasi yang dekat permukiman sekitar dan berpotensi untuk menimbulkan masalah kepada lingkungan. Menurut Peraturan Menteri Pekerjaan Umum Nomor 3 Tahun 2013, TPA yang mendapati kriteria tertentu seperti menimbulkan masalah kepada lingkungan perlu dilakukan rehabilitasi. Tugas akhir ini menentukan penindakan TPA akan ditutup atau direhabilitasi didasarkan atas hasil penilaian indeks risiko. Penilaian indeks risiko dilakukan dengan meliputi aspek kriteria lokasi TPA, karakteristik sampah, dan karakteristik lindi. Kondisi eksisting TPA Gedangkeret adalah dioperasikan menggunakan metode controlled landfill, dimana dilakukan pengurugan pada saat sel telah penuh atau tanah urug telah tersedia. Komposisi sampah pada TPA Gedangkeret rata-rata didominasi oleh sampah makanan dengan nilai sebesar 57,24%. Hal ini menunjukkan bahwa karakteristik sampah TPA Gedangkeret sangat cocok jika dilakukan reduksi berupa pengomposan sampah biodegradable. Gas dikelola dengan metode flaring. Hasil analisis metana pada udara ambien TPA menunjukkan tidak terdeteksinya gas metana. Pengelolaan lindi dilakukan dengan pengaliran lindi menuju kolam-kolam stabilisasi di dalam TPA. Namun analisis lindi menunjukkan bahwa kualitas efluen instalasi pengolah lindi tidak memenuhi baku mutu air lindi. Analisis air tanah menunjukkan bahwa air tanah disekitar TPA tidak bisa digunakan untuk air minum karena mengandung parameter E Coli sebesar 900 mg/L air. Keseluruhan penilaian indeks risiko menunjukkan hasil nilai indeks risiko TPA adalah sebesar 538,48. Nilai indeks risiko dari TPA menunjukkan nilai 538,48 dimana menurut Peraturan Menteri Pekerjaan Umum nomor 3 tahun 2013 disarankan untuk melakukan rehabilitasi. Beberapa parameter yang disoroti adalah pencemaran air tanah, penggunaan masa mendatang, timbunan sampah eksisting, pencemaran udara, dan produksi air lindi. Sehingga perencanaan rehabilitasi yang dilakukan pada tugas akhir ini adalah stabilisasi tumpukkan sampah, perencanana zona penimbunan sementara, perencanana zona penimbunan baru, konstruksi drainase, pengelolaan gas, kontruksi pipa lindi, perencanaan instalasi pengolah lindi, dan perencanaan greenbelt.

Jombang Region has 36 transfer stations that produced ± 62 Ton/day of solid wastes. Gedangkeret landfill has been operated since 1994. Gedangkeret landfill was located near settlement and has the potential to contaminate its surrounding environment. According to Policy of Ministry of Public Works number 3 on 2013, landfills that has a certain criteria like has the potential to contaminate environment is needed to rehabilitated. This final project is determining the action to the landfill, wether being closed or being rehabilitated according to the result of the risk index scoring. Risk index scoring is based on aspects of landfill’s location criteria, solid waste characteristic, and leachate characteristic. In the existing condition, Gedangkeret landfill is operated by the method of controlled landfill, that is dumped by the cover soil if one cell is fulfilled or the cover soil is available. The solid waste composition in Gedangkeret landfill is dominated by food wastes which has the percentage of 57,24%. It shows that Gedangkeret landfill’s solid waste characteristic is suitable for being reduced by biodegradable solid waste composting. Gasses is managed by the method of flaring. The result of methane analysis shows no concentration of methane in the landfill. The leachate management is done by channel the leachate into stabilization ponds in the landfill. But the result of leachate analysis shows that the effluent of the stabilization ponds is not meet the quality standard of leachate. The result of groundwater analysis shows that groundwater arround the landfill cannot be used as drinkwater because it has E Coli parameter with the concentration of 900 mg/L. The whole result of risk index scoring shows the score of Gedangkeret landfill is 538,48. According to the Policy of Ministry of Public Works number 3 on 2013, landfill with the risk index score of 538,48 is needed to be rehabilitated. The highlighted parameters is ground water pollution, future use of the landfill, existing dumping zone, air pollution, and leachate production. So in this final project, rehabilitation that are being planned are solid waste stabilization, temporary dumping zone plan, new dumping zone plan, drainage construction, gasses management, leachate pipe construction, leachate processing installation construction, and greenbelt plan.
