Abstract
PDAM Kota Malang merupakan perusahaan penyedia air minum yang sangat menjaga eksistensinya dalam upaya peningkatan kinerja aspek operasional. Salah satu upaya yang dapat dilakukan untuk meningkatkan kinerja operasional adalah memperbaiki proses perpidahan udara dalam sistem perpipaan, guna mengantisipasi berbagai potensi masalah dan meningkatkan efektivitas kerja dari sistem distribusi. Keberadaan udara dalam sistem perpipaan sendiri merupakan masalah yang sulit diketahui dan diukur secara pasti. Beberapa potensi masalah yang dapat ditimbulkan akibat sirkulasi udara yang tidak baik adalah lonjakan tekanan (surge water), getaran pipa, lepasnya sambungan, serta operasi yang tidak menentu pada valve, meter air, dan peralatan kontrol. Air valve yang merupakan alat kontrol udara, dapat menjadi solusi atas permasalah keberadaan udara dalam sistem perpipaan. Pemilihan jenis, titik penempatan, dan ukuran orifice dari air valve yang benar penting untuk diterapkan, sehingga perlu dilakukan evaluasi air valve pada sistem distribusi. Proses evaluasi akan mengacu pada American Water Work Association (AWWA) Manual M51 Standard tentang Air Release, Air Vacuum, and Combination Air Valve. Tujuan utama dari evaluasi ini adalah untuk mengetahui kesesuaian pemasangan air valve pada sistem distribusi dengan AWWA Manual M51 Standard. Tujuan berikutnya adalah mengetagui biaya rehabilitasi air valve agar sesuai dengan AWWA Manual M51 Standard. Metode evaluasi ini diawali dengan perumusan ide studi evaluasi air valve pada jaringan pipa distribusi PDAM Kota Malang. Aspek yang dibahas meliputi aspek teknis dan aspek finansial. Aspek teknis yang dibahas adalah kesesuaian eksisting air valve dengan AWWA Manual M51 Standard, sementara aspek finansial yang dibahas berupa biaya rehabilitasi air valve agar sesuai dengan AWWA Manual M51 Standard. Hasil evaluasi menunjukan bahwa semua air valve eksisting ukurannya sudah memenuhi, namun terdapat 3 buah air valve yang penempatannya perlu untuk dipindahkan, serta diperlukan penambahan jumlah air valve pada beberapa titik. Air valve yang dibutuhkan adalah air valve berjenis combination valve (small orifice : 3/32 in dan large orifice : 2 in) sebanyak 12 buah; combination valve (small orfice : 3/16 in dan large orifice : 2 in) sebanyak 2 buah; combination valve (small orifice : 3/32 in dan large orifice : 3 in) sebanyak 4 buah; combination valve (small orfice : 3/16 in dan large orifice : 3 in) sebanyak 1 buah; dan air vacuum valve (large orifice : 2 in) sebanyak 3 buah. Rencana anggaran biaya untuk proses rehabilitasi ini adalah sebesar Rp 393.717.000,00

Water Supply Company (PDAM) of Malang City has attempt to improve the performance of operational aspects. One of effort that can be done to improve operational performance is to improve the air transfer process in the piping system, to anticipate various potential problems and improve the work efficiency of the distribution system. Air pockets in pipelines are difficult to detect and will reduce the pipeline system’s overall efficiency. Some of the potential problems that can be caused by air are surge water, pipeline vibrations, loose connections, and erratic operations in valves, air meters, and control equipment. Air valves, which are hydromechanical devices designed to automatically control the air, can be a solution to the problem of air pockets in the pipeline system. The selection of the type, location, and size of the orifice from the air valve which is really important to be applied, needs to be done by evaluating the air valve on the distribution system. The evaluation process will refer to the American Water Work Association (AWWA) M51 Manual Standard about Air Release, Air Vacuum, and Combination Valve. The main purpose of this evaluation is to understand the suitability of installing air valves in a distribution system with AWWA Manual M51 Standard. The next purpose is to determine the rehabilitation costs that accordance with AWWA Manual M51 Standard. This evaluation method begins with the formulation of the idea of air valve studies in the distribution pipeline network of PDAM Kota Malang. Aspects that discuss technical aspects and financial aspects. The technical aspect that investigated is the suitability of existing air valves with AWWA Manual M51 Standard, while the financial aspect are determined the rehabilitation cost of air valve that accordance with AWWA Manual M51 Standard. The evaluation results show that all existing air valves are already in full size, but there are 3 air valves where the location need to be moved, and additional number of air valves are needed at some point. The air valve needed are combination valve (small orifice: 3/32 in and large orifice: 2 in) as many as 12 pieces; combination valve (small orifice: 3/16 in and large orifice: 2 in) as many as 2 pieces; combination valve (small orifice: 3/32 in and large orifice: 3 in) as many as 4 pieces; combination valve (small orifice: 3/16 in and large orifice: 3 in) as many as 1 piece; and 3 air vacuum valve (large orifice: 2 in). The budget plan for this rehabilitation process is Rp 393.717.000,00
