Abstract
Lahan di Jalan Pajajaran Nomor 23 Bogor merupakan lahan milik Pemerintah Kota Bogor. Lahan dengan luas 4286 m2 tersebut pada kawasan jasa dan perdagangan kecamatan Bogor Timur. Lahan ini terletak di kawasan strategis dengan aksesibilitas jalan arteri sekunder dan dekat pusat kota. Dengan faktor-faktor tersebut maka lahan berpotensi tinggi untuk dikembangkan menjadi alternatif properti komersial. Tugas akhir ini bertujuan untuk mengetahui alternatif properti yang memberikan produktivitas tertinggi di lahan tersebut. Analisa Highest and Best Use adalah salah satu bentuk dari penilaian terhadap properti yang menghasilkan nilai maksimum yang meninjau kegunaan tertinggi dan terbaik pada lahan berdasar pada; aspek legal, aspek fisik, aspek finansial dan produktivitas maksimum. Oleh karena itu, untuk mengetahui alternatif properti yang memberikan nilai produktivitas tertinggi, dilakukan analisa Highest and Best Use pada lahan di Jalan Pajajaran No. 23 Bogor.
Hasil dari penelitian lahan dengan HBU, didapatkan alternatif properti yaitu hotel bintang tiga yang menghasilkan nilai lahan tertinggi pada lahan ini dengan nilai lahan awal sebesar Rp 14.415.000,00/m2 yang meningkat hingga Rp 114.759.401,60/m2 dan persentase produktivitas sebesar 696% dengan biaya investasi sebesar Rp 151.599.183.816,00.

The land on Jalan Pajajaran Number 23 Bogor is a land owned by The Government of Bogor City. The area of 4286 m2 is in the category of service and trade area of East Bogor sub-district which located in a strategic area with the accessibility of secondary arterial roads and near the city center. With these factors, the land has a high potential to be developed into an alternative commercial property. This final project aims to find out alternative properties that are worth building on the land.
One of the valuation of property called Highest and Best Use analysis that produces the maximum value of reviews the highest and best uses on land based on four aspects; legally permissible, phisically possible, financially feasible and maximally productive. So, the land on Jalan Pajajaran Number 23 Bogor used Highest and Best Use (HBU) analysis to find out the best and the best alternative properties.
The result of alternate property presented the maximum productivity is three-stars hotel which produce land value with the initial value Rp 14.415.000,00/m2 increase to Rp 114.759.401,60/m2 with land productivity by 696% within 10 years of investment in the amount of Rp 151.599.183.816,00.
