Abstract
Pulau Gili Genting merupakan salah satu pulau wisata yang berada di Kabupaten Sumenep. Namun transportasi kapal penyeberangan tradisional yang digunakan untuk menyeberang masih belum mampu memberikan jaminan keselamatan dan kenyamanan bagi penumpangnya. Oleh karena itu, dalam Tugas Akhir ini dilakukan analisis teknis, analisis kenyamanan dan analisis keselamatan kapal. Analisis kenyamanan dalam Tugas Akhir ini menggunakan standar dari ISO-2631-1997 dengan parameter kenyamanan ditinjau dari nilai percepatan vertikal dan motion sickness incidence (MSI) yang dialami oleh penumpang dan analisis keselamatan ditinjau dari tiga aspek yaitu stabilitas kapal menurut US Coast Guard, freeboard menurut NCVS dan perlengkapan keselamatan menurut SK Dirjen Perhubungan Laut. Ukuran utama kapal yang akan diteliti adalah LWL = 12.37 m, LOA = 15.77 m; Bmax = 3.8 m; H = 0.76 m; Vs = 7.1 knot,kapal existing mampu mengangkut maksimal 70 penumpang. Kapal existing memiliki hambatan sebesar 3.44 kN sehingga EHP yang dibutuhkan adalah 16.86 HP, kapal existing membutuhkan BHP sebesar 62.5 HP untuk mencapai kecepatan dinas, sehingga memiliki efisiensi total 27% dan efisiensi lambung 96%. Secara umum penumpang mengalami ketidaknyamanan ketika kapal berlayar dengan sudut hadap antara 900-1800 dengan tingkat paling tinggi pada sudut hadap 1800. Keselamatan kapal existing ditinjau dari stabilitas mengalami kegagalan pada saat mengakut 70 penumpang, freeboard kapal existing juga tidak memenuhi standar NCVS ketika melakukan pemuatan dan perlengkapan keselamatan yang tersedia pada kapal ini sebanyak 7 item dari total 26 item yang diharuskan sehingga keselamatan kapal existing belum memenuhi kriteria dan standar yang berlaku.

Gili Genting island is one of tourism island that located in Sumenep, East Java. However, the traditional boat that being use to acces this island can’t guarante safety and comfortable for the passenger. In this final project technical analysis will be carried out as well as an analysis of comfortable and safety of the existing passenger traditional boat. Comfortable analysis in this final project refer to ISO 2631-1997 with the comfortable parameters in terms of the value of vertical accelaration and motion sickness incidence (MSI) experienced by passengers and safety analysis in terms of three aspect, stability of the ship according to US Coast Guard, freeboard according to NCVS and safety equipment according to Decree of the Director General of Sea Transportation. Main dimention of the existing passenger traditional boat that will be analyzed is LWL = 12.37 m , LOA = 15.77 m, Bmax = 3.8 m H = 0.76 m, Vs = 7.1 knot, existing boat can transport 70 passenger for the maximum. The existing boat has resistance of 3.44 kN so the EHP required to move the boat is 16.86 HP, existing boat need 62.5 HP of BHP to reach the service speed so that they have 27% total efficiency and 96% hull efficiency. In general, passenger experience uncomfortable when sailing with heading angles between 900-1800 which the highest uncomfortable at 1800 heading angles. Safety of the existing boat in term of stability fails when transport 70 passenger, freeboard of the existing boat not pass the NCVS standars when carrying out loading and safety equipment avaible on board as many as 7 items out of total of 26 items required, so that the safety of existing boat not fullfiil the criteria and applicable standars.
