Abstract

Program angkutan laut perintis merupakan salah satu program yang diselenggarakan Pemerintah untuk menghubungkan daerah-daerah yang secara komersial belum menguntungkan dengan memberi subsidi yang berasal dari uang negara (APBN). Oleh karena itu, Pemerintah terus melakukan evaluasi layanan kapal perintis supaya subsidi tersebut tepat sasaran. Penelitian ini bertujuan untuk memberikan rekomendasi model pengukuran efektivitas dan efisiensi layanan kapal perintis, serta mengevaluasi layanan kapal perintis pada trayek R-95. Metode yang digunakan dalam penelitian ini adalah Multivariate Analysis dan Data Envelopment Analysis (DEA). Dari hasil penelitian, terdapat lima kriteria dalam pengukuran efektivitas yaitu frekuensi kapal, waktu operasi kapal, jumlah penumpang, jumlah barang, dan load factor kapal, serta menggunakan komponen total biaya dan tarif dari penumpang & barang dalam pengukuran efisiensi. Berdasarkan model yang telah dibuat, terdapat 7 (tujuh) ruas rute pada trayek R-95 tergolong tidak efektif dan hanya 1 (satu) ruas rute tergolong efisien. Untuk meningkatkan efektivitas, kapal harus membawa muatan minimal 15% dari total kapasitas kapal. Sedangkan, untuk meningkatkan efisiensi Pemerintah harus mengurangi biaya operasional kapal hingga 30%.

The pioneer ship program is one of the program provided by the Government of Indonesia to connect areas that have not been commercially profitable by providing subsidies from national funds (APBN). Therefore, the Government continues to evaluate pioneer ship services so that the subsidy is on target. This study aims to give recommendation of models for measuring the effectiveness and efficiency of pioneer ship services and to evaluate pioneer ship services operated in route R-95 by using Multivariate Analysis and Data Envelopment Analysis (DEA). There are five criterias to measure effectiveness; frequency and operational time of ship, demand of passengers and goods, and load factor of ship. Measurement of efficiency is based on total costs and fares of passengers and goods. It is obtained from the models that 7 routes are not effective and 1 route is efficient. In order to increase effectiveness, vessel must carry at least 15% from capacity of ship. While to increase efficiency, operator of ship must reduce operating costs at least 30%.
