Abstract
Kabupaten Tulungagung memiliki keunggulan ekonomi pada sektor pertanian. Sektor pertanian memiliki 5 sub sektor yaitu tanaman pangan, tanaman hortikultura, tanaman perkebunan, peternakan, dan jasa pertanian dan perburuan. Sub sektor tanaman pangan penyumbang terbesar dari sektor pertanian sebesar 1.376.773,06 juta rupiah atau sebesar 38% dari seluruh nilai pada sektor pertanian. Dengan kelimpahan jumlah produksi tanaman pangan tersebut perlu dioptimalkan dengan baik. Dalam hal ini dengan upaya mengoptimalkan kelimpahan tersebut perlu adanya diversifikasi produk yang dapat menambah nilai jual (added value) produk terutama pada hasil produksi komoditas unggulan dalam sub sektor tanaman pangan melalui pengembangan agroindustri. Tujuan dari penelitian ini adalah untuk menentukan pengembangan agroindustri berbasis komoditas unggulan pada sub sektor tanaman pangan di Kabupaten Tulungagung. Untuk mencapai tujuan penelitian dilakukan empat tahapan analisis. Pertama, mengidentifikasi komoditas unggulan pada sub sektor tanaman pangan dengan metode Location Quetient dan Shift Share. Kedua, menganalisis faktor dan variabel yang berpengaruh perkembangan industri terkait komoditas unggulan pada sub sektor tanaman pangan dengan teknik Delphi. Ketiga, menganalisis jenis agroindustri terkait komoditas unggulan pada sub sektor tanaman pangan dan variabel prioritas yang berpengaruh dalam pengembangan agroindustri dengan teknik Analytical Hierarchy Process. Keempat, merumuskan arahan pengembangan agroindustri berbasis komoditas unggulan pada sub sektor tanaman pangan dengan teknik Triangulasi. Hasil penelitian ini menunjukkan persebaran komoditas unggulan pada sub sektor tanaman pangan yaitu komoditas jagung dan ubi kayu. Komoditas unggulan jagung tersebar di Kecamatan Besuki, Bandung, Campurdarat, Tanggunggunung, dan Ngunut. Komoditas unggulan ubi kayu tersebar di Kecamatan Tanggunggunung, Pucanglaban, dan Gondang. Jenis agroindustri yang cocok dikembangkan di Kabupaten Tulungagung pada komoditas jagung yaitu industri kompos, industri pakan ternak, dan industri pop corn/brondong. Sedangkan untuk komoditas ubi kayu yaitu industri gaplek, industri makanan ringan, dan industri pelet dengan masing-masing arahan pengembangannya.

Tulungagung Regency has economic advantages in the agricultural sector. The agricultural sector has 5 sub-sectors, there are food crops, horticulture plants, plantation crops, livestock, and agricultural services and hunting. The food crop sub-sector was the largest contributor of the agricultural sector amounting to 1,376,773.06 million rupiah or 38% of all values in the agricultural sector. With the abundance of the amount of food crop production it needs to be optimized properly. In this case by efforts to optimize the abundance it is necessary to diversify products that can add value to the products, especially in the production of superior commodities in the food crop sub-sector through the development of agro-industry. The purpose of this study was to determine the development of superior commodity-based agroindustry in the food crop sub-sector in Tulungagung Regency. To achieve the research objectives, four stages of analysis were carried out. First, identify superior commodities in the food crop sub-sector with Location Quetient and Shift Share methods. Second, analyzing factors and variables that influence the development of industries related to superior commodities in the food crop sub-sector with the Delphi technique. Third, analyzing the types of agro-industries related to superior commodities in the food crop sub-sector and the priority variables that are influential in the development of agro-industry using the Analytical Hierarchy Process technique. Fourth, formulate the direction of development of superior commodity-based agroindustry in the food crop sub-sector with Triangulation techniques. The results of this study indicate the distribution of superior commodities in the food crop sub-sector are corn and cassava. Superior corn commodities are spread in Besuki, Bandung, Campurdarat, Tanggunggunung and Ngunut Districts. The superior commodities of cassava are spread in Tanggunggunung, Pucanglaban, and Gondang Districts. The type of agro-industry that is suitable is developed in Tulungagung Regency in corn commodities, i.e. compost industry, animal feed industry, and popcorn/bran industry. Whereas for cassava commodities are gaplek industry, snack industry, and pellet industry with each development direction.
