Abstract

Pipa bawah laut atau biasa disebut offshore pipelines merupakan moda transportasi fluida dari satu tempat ke tempat lainnya yang terbukti ekonomis dan efisien. Dalam masa operasinya, pipa dapat mengalami risiko dan memberikan dampak pada berbagai macam aspek, mulai dari lingkungan (environment), bisnis (business/asset), dan keselamatan kerja (safety). Analisis dan manajemen risiko merupakan hal utama yang harus dipertimbangkan oleh setiap dalam perancangan dan masa operasi pipa. Tugas akhir ini membahas tentang pipa bawah laut di daerah Penajam – Balikpapan berdasarkan data inspeksi yang didapatkan. Penelitian ini dilakukan untuk mengetahui risiko dominan serta penyebab (cause) dan dampak (effect) lalu dilanjutkan pengendalian risiko dengan menggunakan metode Bowtie Analysis. Penelitian ini juga mengetahui besaran likelihood (kemungkinan) dan severity (keparahan) untuk masing masing risiko dan digabungkan menggunakan matriks risiko (risk matrix). Dari hasil penelitian ini ditemukan kegagalan coating sebagai risiko dominan untuk aspek safety, lingkungan dan bisnis, serta free span sebagai risiko dominan untuk aspek bisnis. Dimana coating failure membutuhkan perhatian khusus dan risiko dominan ini membutuhkan tindakan mitigasi untuk mencegah dan mengurangi potensi terjadinya risiko dan kecelakaan==========================================================================================================Subsea pipeline or offshore pipelines is one of the fluid transportation methods that are proven to be efficient in the past years. In its operational period, pipes can experience risks and have an impact on various aspects, starting from the safety aspect, environmental aspect, and the business aspect. Risk analysis and management are the main things that must be considered by every parties, starting from the design until the operation period of the pipeline. This final project will discuss the offshore pipeline in the Penajam-Balikpapan area based on the inspection data obtained. This research was conducted to determine the most dominant risk on the project, the causes, the effects, and then mitigate the risk using the Bowtie Analysis method. This study also knows the likelihood (probability) and severity for each risk which will be combined using the risk matrix to determine which one is the most dominant risk on the project. The result of the study show the dominant risk for safety aspect, with coating failure as the dominant risk on safety, environment, and business aspect, and free span on the business aspect. The study shows that coating failure needs special attention as this risk shows on every aspect and every dominant risk requires mitigation measures to prevent and reduce potential risk and accidents.
