Abstract

Deck Cargo Barge atau tongkang banyak yang sudah tidak beroperasi dan diparkir dikarenakan sumber daya alam berupa batu bara mulai menipis. Pengalihan fungsi tongkang diperlukan guna melestarikan tongkang. Tugas Akhir ini bermaksud untuk melakukanan analisis secara teknis dan ekonomis mengenai konversi deck cargo barge menjadi restobarge (restoran). Pada pengerjaan analisis teknis, modifikasi dilakukan dengan melakukan pembuatan general arrangement restobarge yang berawal dari general arrangement restobarge, perhitungan freeboard, tonnage dan stabilitas kapal. Modifikasi yang dilakukan terdiri dari penambahan ruangan restoran di atas geladak daripada deck cargo barge dengan kapasitas 250 pengunjung terbagi dalam 71 meja.Tinggi freeboard minimum sebesar 772 mm dengan saratmaksimum 3.576 m, besarnya tonnase kapal adalah 2645 GT, dan kondisi stabilitas restobarge memenuhi kriteria Intact Stability (IS) Code Reg. III/3.1. Desain safety plan ditambahkan pada restobarge untuk memenuhi kriteria SOLAS 1974 dengan penambahan 341 lifejacket, 12 lifebuoy dan 22 liferafts. Garbage disposal management menggunakan compactor yang diperuntukkan untuk jenis sampah plastik dan sampah non-organic dan menggunakan comminuter dan macerator untuk sampah yang berasal dari sisa-sisa makanan dan juga bahan-bahan organik. Sewage treatment management menggunakan chemical method sewage treatment plant. Konfigurasi mooring system yang digunakan adalah spread mooring system dengan symmetric 4 line (45°) dengan masing masing panjang line adalah 90 meter dengan menggunakan mooring line berupa wire rope dan chain. Sedangkan pada ANALISIS ekonomis dilakukan perhitungan besarnya biaya konversi, estimasi BEP (Brekeven Point), NPV (Net Present Value) dan IRR (Internatl Rate of Return). Besarnya biaya konversi deck cargo barge menjadi restobarge adalah sebesar Rp 23,465,447,589.46 dengan estimasi BEP terjadi pada tahun ke 6 operasional serta nilai NPV sebesar Rp 12,302,628,602.37 dan IRR sebesar 16.7% untuk jangka waktu investasi selama 5 tahun. ========== Lot of deck cargo barges that carry coals have been stopped operating due to the amount of coals has been decreasing lately. Functional diversion has to be done to protect deck cargo barge from extinction. This Final Project intends to analyze both technically and economically about converting deck cargo barge into restobarge (restaurant). In technical analysis, modification has been done with the design of restobarge’s general arrangement that originally came from deck cargo barge’s general arrangement, calculation of freeboard, tonnage, and ships stability. Modification consists of the addition of restaurant’s room on top of the deck of deck cargo barge with capacity of 250 visitors spread in 71 tables. Minimum freeboard height of the ship is 772 mm with maximum draft is 3.576 m, the ship’s tonnage is 2645 GT, and stability condition of restobarge fulfill the criteria of Intact Stability (IS) Code Reg.III/3.1. after the conversion, safety plan design has been added to restobarge with addition of 341 lifejackes, 12 lifebuoys and 22 liferafts. The garbage disposal management uses compactor to handle plastic garbage and nonorganic garbage and it uses comminuter and macerator to handle garbages that come from food wastes and also organical garbages. Sewage treatment management uses chemical method sewage treatment plant. And then the mooring systems are using spread mooring system with symmetric 4 line (45°) with each line has 90 meter long using both wire rope mooring line and chain mooring line. Meanwhile, the economical analysis has been done to estimate the cost of shipbuilding, BEP (Breakeven Point) estimation, NPV(Net Present Value) and IRR (Internal Rate of Return). The cost of converting deck cargo barge into restobarge is Rp. 23,465,447,589.46 with BEP estimation will be achieved in 6 years of restobarge’s operation with NPV valued at Rp. 12,302,628,602.37 and IRR valued at 16.7% rate for 5 years of investment period.
