Abstract

Hospital is one of Health Care Facility that produce
wastewater that is toxic to microorganisms. Wastewater can be in
toxic condition to microorganism when its ratio of BOD5/COD is
smaller than 0.5 and ratio of BOD:N:P is smaller than 100:5:1 in
biological treatment influent. Hospital “X” is using Toxic
Wastewater Treatment (Toxic WWTP) with Rotating Biological
Contactor (RBC) as the unit of biological treatment processes. Aim
of this study are evaluating the performance of Toxic-WWTP in
treating wastewater, reviewing design of Toxic-WWTP and
calculating expense of design review application with monthly
operational maintenance. Performance evaluation began with
measuring the content of pollutants through laboratory analysis.
Performance evaluation based on the removal efficiency of each
unit. Parameters measured in accordance with East Java Governor
Regulation No. 72/2013. Efficiency in treating toxic wastewater
were 68.2% for parameter of TSS, 36.2% for the parameter of
COD, 61% for parameter of free NH3-N, 34.9% for parameter of
PO43-, and 78.2% for parameter of Total Coliform / 100 ml water.
Rumah sakit merupakan salah satu fasilitas pelayanan
kesehatan yang dapat menghasilkan air limbah yang bersifat toksik
terhadap mikroorganisme. Air limbah bersifat toksik apabila influen
pengolahan biologis memiliki rasio BOD5/COD kurang dari 0,5 dan
rasio BOD:N:P kurang dari 100:5:1. Rumah Sakit X menggunakan
Instalasi Pengolahan Air Limbah-Toksik (IPAL-Toksik) dengan
Rotating Biological Contactor (RBC) sebagai unit pengolahan
biologisnya. Tujuan dari penelitian ini adalah mengevaluasi kinerja
IPAL-Toksik dalam mengolah air limbah, melakukan review desain
IPAL-Toksik serta menghitung biaya dalam penerapan review
desain dan operasional bulanan. Evaluasi kinerja diawali dengan
mengukur kandungan polutan melalui analisis laboratorium.
Evaluasi kinerja diketahui berdasarkan efisiensi penyisihan tiap
unit. Parameter yang diukur sesuai dengan Peraturan Gubernur
Jawa Timur Nomor 72/2013. Efisiensi penyisihan IPAL-Toksik
dalam mengolah air limbah sebesar 68,2 % untuk parameter TSS,
36,2% untuk parameter COD, 61% untuk parameter NH3-N bebas,
34,9% untuk parameter PO43-, dan 78,2% untuk Total Coliform/100
ml Air. Review desain dilakukan dengan menghitung ulang desain
kondisi eksisting IPAL-Toksik. Review desain menunjukkan bahwa
unit netralisasi, unit RBC dan unit bak pengendap yang belum
memenuhi kriteria desain. Rekomendasi dari review desain berupa
penyediaan pompa penambah debit, pompa penyedot lumpur,
pengubahan kecepatan rotasi unit RBC menjadi 4 rpm, dan
penyediaan NaOCl. Biaya penerapan rekomendasi sebesar
Rp. 98.451.973 dan biaya pemeliharaan Rp. 7.197.482 per bulan.

review showed that neutralization unit, RBC unit and settling basin
unit that did not meet design criteria. The recommendations were
installing of flow-addition pumps and sludge pumps, changing the
rotational speed of RBC unit to 4 rpm and supplying of monthly
NaOCl solution. Implementation costs was Rp. 98.451.973 and
monthly maintenance costs was Rp. 7.197.482.
