Abstract

Pemerintah mencanangkan program Tol Laut sejak tahun 2015. Namun, ketersediaan 18 trayek tol laut tersebut ternyata tidak mampu secara signifikan menurunkan disparitas harga pada daerah Indonesia Timur. Tercatat, biaya barang pokok dan penting pada daerah Maluku, Maluku Utara, Sulawesi, Nusa Tenggara, dan Papua masih lebih tinggi dibandingkan di Pulau Jawa dan sekitarnya. Untuk menekan disparitas harga dan meningkatkan muatan yang dibongkar dan dimuat di Indonesia Timur, maka diperlukan suatu konsep baru dalam proses pengiriman dan bongkar muat barang yaitu Mobile Offshore Base (MOB). MOB merupakan bangunan terapung yang digunakan untuk proses bongkar muat ditengah laut (floating barge). Payload dari MOB ini merupakan muatan terbesar yang dibongkar dan dimuat pada 5 pelabuhan utama di Indonesia Timur sebesar 60.512 ton. MOB terletak pada 2o03’46 LU dan 130o00’32.7 BT dan memiliki ukuran Panjang 215 meter, Lebar 58 meter, Tinggi 15 meter dan Draught 7.5 meter, dengan jumlah kru total sebanyak 77 orang. Analisis teknis yang dilakukan meliputi perhitungan berat dengan metode pos per pos, perhitungan stabilitas, perhitungan trim, perhitungan freeboard, dan dilakukan desain rencana garis, rencana umum, safety plan, desain model tiga dimensi serta analisis ekonomis. MOB menggunakan sistem bongkar muat ship to ship, dan menggunakan konfigurasi mooring system yaitu catenary spread mooring system. Biaya total pembangunan MOB sebesar Rp 544.762.150.739,00 dan biaya operasional per tahun sebesar Rp 70.352.845.683,75.

The government has launched the 'Sea Toll' program since 2015. However, the availability of these 18 shipping routes has not been able to significantly reduce price differences in Eastern Indonesia. Based on the data, the cost of basic and important goods in the regions of Maluku, North Maluku, Sulawesi, Nusa Tenggara and Papua is still higher than in Java and its surroundings. To reduce price disparity and increase the amount of cargo unloaded and loaded in Eastern Indonesia, a new concept is needed in the process of shipping and loading and unloading of goods called Mobile Offshore Base (MOB). MOB is a floating structure used for loading and unloading processes in the middle of the sea (floating barge). Payload from this MOB is the largest cargo unloaded and loaded at 5 major ports in Eastern Indonesia amounting to 60,512 tons. The MOB is located at 2o03’46” LU and 130o00’32.7” BT and has a length of 215 meters, width of 58 meters, height of 15 meters and a draft of 7.5 meters, with a total crew of 77 people. The technical analysis included weight calculation, stability calculation, trim calculation, freeboard calculation, and Lines Plan design, General Arrangement, Safety Plan, three dimensional model design and economic analysis. MOB uses a ship to ship loading and unloading system, and uses a mooring system configuration, which is a catenary spread mooring system. The total construction cost of the MOB is Rp 544.762.150.739,00 and the annual operational cost is Rp 70.352.845.683,75.
