Abstract
Pulau Gili Noko terletak di Kecamatan Sangkapura dan termasuk wilayah Kabupaten Gresik. Pulau ini memiliki potensi wisata yang baik, namun masih belum mencukupi kebutuhan masyarakatnya. Tujuan utama perencanaan strategi adalah agar dapat melihat kondisi internal dan eksternal sehingga dapat diantisipasi perubahan lingkungnya. Data penelitian dianalisis menggunakan analisa SWOT (Strength, Weakness, Opportunity, Threat) yaitu untuk mengetahui segala kekuatan, kelemahan, peluang dan ancaman. Berdasarkan hasil analisis yang dilakukan dapat disimpulkan bahwa Pulau Gili Noko berada pada kuadran I yaitu kuadran Aggressive dimana bisa memanfaatkan kekuatan dan peluang yang ada. Akan tetapi kelemahan (Weakness ) dan ancaman (Threats ) yang ada tetap harus diperhatikan. Hasil akhir penelitian yang berupa rumusan arahan pengembangan wisata di Pulau Gili Noko. Rumusan arahan pengembangan wisata tersebut menghasilkan arahan pengembangan berupa penyediaan, perbaikan, pemeliharaan, dan peningkatan akses prasarana dan sarana pariwisata, peningkatan kesadaran terhadap kelestarian lingkungan dan sikap masyarakat terhadap pengunjung dengan nilai-nilai estetika, penambahan jenis atraksi wisata, penyediaan akomodasi, peningkatan partisipasi masyarakat, dan promosi kawasan untuk potensi wisata.

Gili Noko Island is located in Sangkapura Sub-District, Gresik Regency. This island has a good potential tourism object, yet it can’t be enough resource for its society. The main goal of this stategic planning is to see the internal and external condition so that the environment change can be anticipated. The research data is analyzed by using SWOT analysis (Strength, Weakness, Opportunity, Threat). It is to find out all the strength, weakness, opportunity and threat. Based on data analysis, it can be concluded that Gili Noko Island is located in quadrant 1 namely aggressive quadrant in which the available strength and opportunity can be used. Whereas, the weakness and threat should be maintained. The final finding is in the form of formulation of direction for tourism development in Gili Noko Island. It results the direction of development such as providing, improvement, care, enhancement for society awareness towards environmental sustainability and society behaviour towards visitors by showing aestethic value, providing type of tourism attraction and accomodation, enhancing society participation, and promoting area for tourim object.
