Abstract
Upaya yang dilakukan oleh Pemerintah Kabupaten Gresik
dalam pencapaian strategi sanitasi Kabupaten Gresik pada Tahun
2012 – 2016 adalah melalui sistem perpipaan berupa
pembangunan IPAL Komunal. Namun meskipun telah terbangun,
fungsi dari beberapa fasilitas yang ada masih belum berjalan
dengan semestinya karena kurangnya pemeliharaan. Selain itu,
pada daerah survei diketahui bahwa secara kualitas hasil yang
diperoleh dari kinerja IPAL belum dilakukan analisis. Untuk
meningkatkan kualitas pelayanan kepada masyarakat serta
mengetahui apakah program tersebut telah mencapai sasarannya,
maka diperlukan evaluasi terhadap pengelolaan IPAL Komunal di
Kabupaten Gresik.
Metode penelitian dimulai dari persiapan pengumpulan data
yakni teknik pengambilan sampling dan penentuan jumlah
responden yang akan dijadikan sampel untuk kuesioner.
Selanjutnya, dilakukan pengumpulan data-data yaitu data primer
maupun data sekunder yang akan menunjang penelitian kemudian
dilakukan analisis serta evaluasi terhadap IPAL Komunal dengan
memperhitungkan aspek teknis dan aspek kelembagaan.
Hasil dari penelitian ini menunjukkan bahwa kondisi fisik IPAL
secara umum adalah berada dalam kondisi cukup baik, kecuali
IPAL pada lokasi Roomo. Removal efisiensi BOD dan COD pada
seluruh unit pengolahan untuk BOD sudah bagus dengan rentang
sebesar 79-96%, hanya saja removal efisiensi pada COD kurang
memenuhi kriteria yakni sebesar 52,7% pada IPAL Bedilan. Serta
removal efisiensi untuk parameter minyak dan lemak juga sangat
kecil pada IPAL Bedilan yakni sebesar 13%. Pemahaman
pengelola terhadap tugas pokok dan fungsi KPP masih rendah. Hal ini dikarenakan kurangnya sosialisasi secara berkesinambungan
antara sesama pengurus sehingga pelaksanaan belum optimal.

The efforts made by Gresik’s Government in achieving Gresik
Sanitations Strategy in the year 2012 - 2016 is through a piping
system in the form of construction of the Communal Wasterwater
Treatment Plant (WWTP). Although it has awakened, the function
of some existing facilities are still not running properly due to lack
of maintenance. Meanwhile, in the survey area was known that the
quality of the performance in the Communal WWTP has not yet
been analysed. To improve the quality of service of people and find
out if the program has been achieving its objectives, it is necessary
to evaluate the communal wastewater management in Gresik.
The research method starts from the preparation of collection
data which are sampling techniques and determining the number
of respondents that will be used as samples for questions.
Furthermore, collect the primary data and secondary data which
would support research and then do analysis and evaluate the
Communal WWTP considering with technical aspects and
institutional aspects.
Results from this study indicate that the physical condition of
the Communal WWTP in general is to be in fairly good condition,
except the Communal WWTP on Roomo. BOD and COD removal
efficiency of the entire processing unit for BOD is good with a range
of 79-96%, only on COD removal efficiency does not match with
criteria of which amounted to 52.7% at the Communal WWTP
Bedilan. As well as the removal efficiency for oils and fats
parameters are also very small in the Communal WWTP Bedilan
which amounted to 13%. The understanding of member in duties
and functions of the KPP is still low due to lack of socialization
among the member of KPP so that the implementation is not
optimal.
