Abstract

Pengukuran kinerja subjektif telah dikembangkan pada proyek konstruksi dari berbagai stakeholder utama seperti kontraktor, desainer dan konsultan. Pendekatan-pendekatan ini biasanya berkaitan dengan kepuasan owner, kepuasan pelanggan, kepuasan penghuni tetapi sangat jarang mempertimbangkan kepuasan kontraktor. Kinerja kontraktor dan owner saling bergantung, dan interaksinya secara fundamental menentukan kinerja proyek secara keseluruhan. Penelitian ini bertujuan untuk menganalisis tingkat kepuasan kontraktor terhadap kinerja team owner yang pada akhirnya akan digunakan untuk meningkatkan kinerja team owner secara berkelanjutan (Continuous Improvement). Penelitian ini dilakukan di ITS. Penelitian menggunakan survei kuesioner dengan responden yakni Project Manager pada proyek pembangunan di ITS selama tujuh tahun terakhir (2013-2019). Indikator kinerja team owner termasuk pemahaman owner tentang kebutuhan proyek, keuangan, pengambilan keputusan, manajemen, dukungan terhadap kontraktor, sikap klien, kejelasan tujuan klien / owner commitment, dan hubungan kerja owner dengan kontraktor. Indikator tersebut didapat dari literatur dan wawancara dengan praktisi. Indikator-indikator ini kemudian dikembangkan untuk meningkatkan kerangka kerja konseptual yang ada. Pengukuran kepuasan kontraktor diukur menggunakan Customer Satisfaction Index (CSI) dan prioritas variabel yang perlu ditingkatkan dianalisa dengan metode Importance Performance Analysis (IPA). Hasil dari penelitian ini menunjukkan tingkat kepuasan kontraktor terhadap kinerja team owner dari kalkulasi CSI berada pada tingkat Puas dari tingkatan nilai indeks kepuasan konsumen. Sedangkan hasil IPA menunjukkan bahwa Indikator financial, sub indikator dukungan terhadap kontraktor dan sub indikator sikap owner menetapkan indikator yang harus ditingkatkan.

Subjective performance measurements have been developed on construction projects from various key stakeholders such as contractors, designers and consultants. These approaches are usually related to owner satisfaction, customer satisfaction, occupant satisfaction but very rarely consider contractor satisfaction. The performance of the contractor and owner are interdependent, and their interactions fundamentally determine the overall project performance. This study aims to analyze the level of contractor satisfaction with the team owner's performance which will ultimately be used to improve the team owner's performance on an ongoing basis (Continuous Improvement). This research was conducted at ITS. The study used a questionnaire survey with respondents namely Project Manager on a development project at ITS for the past seven years (2013-2019). Team owner performance indicators include owner's understanding of project needs, finance, decision making, management, support for contractors, client attitudes, clarity of client / owner commitment goals, and the work relationship of the owner and contractor. These indicators were obtained from literature and interviews with practitioners. These indicators are then developed to improve the existing conceptual framework. The measurement of contractor satisfaction is measured using the Customer Satisfaction Index (CSI) and priority variables that need to be improved are analyzed by the Importance Performance Analysis (IPA) method. The results of this study indicate the level of contractor satisfaction with the team owner's performance from CSI calculations being at the Satisfaction level of the level of the consumer satisfaction index value. While the results of the IPA show that financial indicators, sub-indicators of support for contractors and owner attitude sub-indicators set indicators that must be improved.
