Abstract
Dalam proses elektrifikasi untuk mendukung pertumbuhan di wilayah Jawa Timur dan Bali, PLTU Pacitan merupakan salah satu pembangkit tenaga listrik di Jawa Timur yang memiliki dua pembangkit listrik berkapasitas 315 MW. PLTU Pacitan membutuhkan bahan bakar batubara dengan jumlah 8,000 ton perharinya untuk memenuhi pasokan listrik di wilayah Jawa Timur dan Bali. Dan beberapa jenis moda transportasi yang digunakan saat ini untuk menyuplai batubara ke PLTU Pacitan antara lain, Tug & Barge, Self Propeller Barge (SPB), dan kapal Bulk Carrier. Namun melihat keadaan saat ini banyak terjadi perubahan kondisi alam yang semakin tidak menentu, sehingga pemilihan penggunaan moda transportasi tongkang dan SPB harus dilakukan evaluasi ulang karena pada waktu tertentu, cuaca buruk menyebabkan pihak adiministrasi pelabuhan melarang kapal tongkang untuk tidak berlayar. Salah satu pemasok batubara PLTU Pacitan yaitu PT. Arutmin Indonesia pada provinsi Kalimantan Selatan sebagai acuan rute kapal. Dengan perencanaan desain kapal bulk carrier diharapkan kapal dapat berlayar pada cuaca buruk dan dapat difungsikan pada tiap waktu. Payload dari bulk carrier ini berdasarkan nilai kekurangan pasokan tiap tahun dan penentuan ukuran utama kapal menggunakan kapal pembanding yang disesuaikan dengan kondisi perairan pada saat beroperasi dengan metode regresi linear. Ukuran utama yang memenuhi kriteria teknis dan regulasi adalah Lpp = 162.7 m; B = 25.0 m; H = 14.2 m; T = 10.0 m. Tinggi freeboard minimum yang didapatkan yaitu 3274 mm, tonase kotor kapal mencapai 15,640.76 ton, Bobot Mati Kapal yaitu 29615,982 ton, kondisi stabilitas kapal memenuhi kriteria, dan probabilitas deck wetness memenuhi kriteria, yaitu untuk heading 90° dengan nilai 0.012, heading 135° dengan nilai 0.014, dan heading 180° dengan nilai 0.039. Dengan kurs USD terhadap Indonesia Rupiah 14,027 didapat Biaya pembangunan sebesar Rp. 106,425,619,372.80.

In the electrification process to support growth in the East Java and Bali regions, the Pacitan Power Plant is one of the Thermal Power Station in East Java that has two power plants with a capacity of 315 MW. The Pacitan power plant requires 8,000 tons of coal per day to meet the electricity supply in East Java and Bali. And several types of transportation modes currently used to supply coal to the Pacitan power plant include Tug & Barge, Self Propeller Barge (SPB), and Bulk Carrier ships. However, seeing the current condition, there are many changes in natural conditions that are increasingly uncertain, so that the selection of the use of barge and SPB transportation modes must be re-evaluated because at certain times, bad weather causes the port administration to prohibit barges from sailing. One of the coal suppliers of PLTU Pacitan is PT. Arutmin Indonesia in South Kalimantan province as a reference for ship routes. By planning the design of the bulk carrier ship, it is hoped that the ship can sail in bad weather and can be functioned at any time. Payload of the bulk carrier is based on the value of supply shortages each year and the determination of the main size of the ship using a comparative ship that is adjusted to the condition of the waters when operating with linear regression. The main dimensions that meet the technical and regulatory criteria are Lpp = 162.7 m; B = 25.0 m; H = 14.2 m; T = 10.0 m. The minimum freeboard height obtained is 3274 mm, the gross tonnage of the ship reaches 15,640.76 ton, the dead weight of the ship is 29615,982 ton, the condition of the ship's stability meets the criteria, the probability of deck wetness meets the criteria, namely for heading 90o with a value of 0.012, heading 135o with a value of 0.014, and heading 180o with a value of 0.039. With an exchange rate of USD against Indonesia Rupiah 14,027, a development cost of Rp. 106,425,619,372.80.
