Abstract
Proyek pembangunan Gedung Telkom Group Manyar dijadwalkan harus selesai dalam kurun waktu 665 hari. Agar proyek dapat diselesaikan dengan baik dan untuk menghindari terjadinya hal-hal yang meghambat tujuan proyek, maka dalam pelaksanaannya diperlukan pengawasan dan pengendalian. Pengendalian proyek dibutuhkan untuk mengetahui dan mengantisipasi kemungkinan buruk yang akan terjadi pada proyek sehingga dapat diambil tindakan yang tepat. Sebelum pengendalian dilakukan, perlu diketahui terlebih dahulu kinerja proyek yang telah berlangsung. Tujuan dari penelitian ini adalah untuk mengetahui kinerja proyek dari segi biaya dan waktu.
Metode yang digunakan pada penelitian ini adalah Earned Value Method yang merupakan salah satu cara untuk mengetahui perkembangan proyek dengan membentuk tiga indikator, yaitu Planned Value, Earned Value, dan Actual Cost. Analisa dimulai dengan melakukan pengamatan langsung ke proyek, dan juga pengambilan data. Data yang didapatkan dari proyek antara lain jadwal rencana proyek, laporan kemajuan proyek, rencana anggaran biaya, dan laporan keuangan proyek. Dari hasil analisa dapat diketahui kinerja biaya dan waktu proyek. Selain itu dapat diperkirakan kebutuhan biaya dan waktu untuk menyelesaikan pekerjaan.
Analisa kinerja ditinjau selama 4 bulan yaitu dari bulan Juli hingga bulan Oktober (minggu ke-75 hingga minggu ke-92). Hasil analisa pada akhir peninjauan di bulan Oktober menunjukkan bahwa biaya yang dikeluarkan lebih rendah dari yang dianggarkan dan waktu pelaksanaannya lebih lama dari yang direncanakan dengan nilai CPI = 1.0145 (CPI>1) dan nilai SPI = 0.7299 (SPI<1). Hasil perkiraan biaya akhir proyek sebesar Rp 269,357,696,236.94 dengan perkiraan waktu penyelesaian proyek 130 minggu yang berarti lebih lambat dari jadwal yang direncanakan.

The construction project of the Telkom Group Manyar building is scheduled to be completed within 665 days. Project controlling is needed to ensure the project run in the planned cost and time. One of project controlling method is EVM, which measure project time and cost. This method is able to measure current project performance as well as to conduct project performance forecasting. The purpose of this study is to determine project performance in terms of cost and time.
The method uses three indicators namely Planned Value, Earned Value, and Actual Cost. Data collection was conducted by project investigation and observation. Secondary data was also gathered such as planned schedules, project progress reports, budget plans, and project financial reports. From the analysis results, were obtained the cost and time performance of the project. Furthermore, it can be predicted cost and time requirements to complete the work.
Performance analysis was reviewed for 4 months, from July to October (75th week to 92nd week). The results of the analysis at the end of the review in October showed that the costs incurred were lower than budgeted and the implementation time was longer than planned with a CPI value = 1.0145 (CPI> 1) and an SPI value of 0.7299 (SPI <1). The estimated results of the project's final cost of Rp 269,357,696,236.94 with an estimated project completion time of 130 weeks which means it was behind than the planned schedule.
