Abstract

Telah terjadi gempa yang mengguncang Lombok, Nusa Tenggara Barat (NTB). Hingga tanggal 20 Agustus 2018 pukul 12.00 WITA, hasil monitoring BMKG menunjukkan telah terjadi 106 aktivitas gempa susulan (aftershock), diantaranya 9 gempabumi dirasakan. Pihak Badan Nasional Penanggulangan Bencana (BNPB) menyatakan ada 515 orang meninggal dunia dan perhitungan sementara kerugian akibat gempa mencapai Rp 7,7 Triliun. Bantuan berupa bahan pangan serta pakaian sangat dibutuhkan. Tentunya peran Transportasi darat, laut dan udara sangatlah penting untuk memfasilitasi pemerintah, swasta maupun warganya yang ingin memberikan bantuannya kepada korban bencana alam. Penelitian ini bertujuan untuk membuat model perencanaan distribusi bahan bangunan menuju Lombok yang paling optimum. Penggunaan metode optimisasi dengan biaya pengiriman minimum sebagai kriteria utama serta pemenuhan permintaan akan memberikan solusi untuk tujuan yang ingin dicapai. Komponen biaya yang dihitung adalah biaya moda transportasi darat (Truk Tronton dan Truk Trailer 20 feet), biaya penyebrangan (Kapal Ro-Ro), dan biaya moda transportasi laut (Kapal Petikemas, Kapal General Cargo, Kapal Curah Kering, dan Kapal SPCB). Pada kondisi eksisting, total biaya untuk distribusi bahan bangunan adalah Rp 746 Milyar. Dari hasil optimasi terpilih pelabuhan asal untuk rute dari Pelabuhan Tanjung Wangi (Petikemas), Pelabuhan Probolinggo (Petikemas), Pelabuhan Gresik (Petikemas), Pelabuhan Tanjung Perak (Petikemas dan Ro-Ro), dan Pelabuhan Ketapang (Ro-Ro) untuk mendistribusikan bahan bangunan dengan total biaya Rp 309 Milyar.

An earthquake had shaken Lombok, West Nusa Tenggara (NTB). Until August 20, 2018 at 12.00 WITA, BMKG monitoring results showed that there were 106 aftershock activities, including 9 earthquakes. The National Disaster Management Agency (BNPB) said there were 515 people died and the temporary calculation due to the earthquake reached Rp 7.7 Trillion. Assistance in the form of food and clothing is needed. Of course the role of land, sea and air transportation is very important to facilitate the government, private sector and its citizens who want to provide assistance to victims of natural disasters. This study purpose to create the most optimum planning model for building material distribution to Lombok. The use of optimization methods with minimum shipping costs as the main criteria as well as meeting the demand will provide solutions for the goals to be achieved. The calculated cost components are the cost of land transportation modes (Tronton Trucks and 20-feet Trailer Trucks), crossing costs (Ro-Ro Vessels), and sea transportation modes (Container Vessels, General Cargo Vessels, Bulk Carrier Vessels, and SPCB Vessels). In the existing condition, the total cost for the distribution of building materials is Rp 746 billion. From the optimization results selected routes from the Port of Tanjung Wangi (Containership), Port of Probolinggo (Containership), Port of Gresik (Containership), Port of Tanjung Perak (Containership and Ro-Ro), and Port of Ketapang (Ro-Ro) to Port of Sheet to distribute building materials with a total cost of Rp. 309 billion.
