Abstract

Pelabuhan Probolinggo merupakan pelabuhan yang melayani pengiriman barang di wilayah Pasuruan, Lumajang, Situbondo dan sekitarnya. Bertambahnya arus kapal yang bertambat terutama kapal bermuatan curah kering serta pada tahun 2017 kapal dari luar negeri dengan membawa muatan curah kering melakukan aktifitas bongkar di Pelabuhan ini. Karena itu perlu adanya evaluasi kinerja pelabuhan terutama pada terminal curah kering guna mendukung Pelayanan Pelabuhan Probolinggo lebih baik dan untuk tercapainya standarisasi kepelabuhan Indonesia. Penelitian ini dilakukan berdasarkan kegiatan operasional terminal curah kering Pelabuhan Probolinggo selama tahun 2018. Evaluasi dilakukan berdasarkan kegiatan operasional Pelabuhan Probolinggo antara lain ialah kinerja arus kapal, kinerja arus bongkar muat barang dan kinerja pemanfaatan fasilitas pelabuhan. Tinjauan penilaian kinerja Pelabuhan Probolinggo berdasarkan realisasi dibandingkan dengan Standarisasi Kinerja Operasional Pelabuhan Probolinggo yang dikeluarkan oleh Dirjen Perhubungan Laut. Dari hasil perhitungan diperoleh bahwa kinerja arus kapal di terminal curah kering Pelabuhan Probolinggo dengan waiting time 0,78 jam dikatakan baik, approach time 1,6 jam dikatakan baik, rasio ET/BT 55% dikatakan kurang baik. Kinerja bongkar muat dengan T/G/H 42,53 ton/gang/hour dikatakan baik dan T/S/H 74,99 ton/ship/hour dikatakan cukup baik. Sedangkan utilitas fasilitas dengan BOR 43% dikatakan kurang baik dan YOR 7% dikatakan kurang baik.

Probolinggo Port is a port that serves shipping goods in the Pasuruan, Lumajang, Situbondo and surrounding areas. Increased flow of moored vessels, especially dry bulk loaded vessels and in 2017 ships from abroad carrying dry bulk cargo carry out unloading activities at this Port. Therefore it is necessary to evaluate the performance of the port, especially at the dry bulk terminal in order to support Probolinggo Port Services better and to achieve the Indonesian port standardization. This research was conducted based on the operational activities of the Probolinggo Port dry bulk terminal during 2018. The evaluation was conducted based on the operational activities of the Probolinggo Port, among others, the performance of ship currents, the performance of loading and unloading goods and the utilization of port facilities. The review of Probolinggo Port performance evaluation is based on the realization compared to the Probolinggo Port Operational Performance Standardization issued by the Director General of Sea Transportation. From the calculation results, it is found that the performance of the ship flow at the dry bulk terminal of Probolinggo Port with a waiting time of 0.78 hours is said to be good, approach time of 1.6 hours is said to be good, ET / BT ratio of 55% is said to be not good. Loading and unloading performance with T / G / H 42.53 tons / alley / hour is said to be good and T / S / H 74.99 tons / ship / hour is said to be quite good. While facility utilities with BOR 43% are said to be not good and YOR 7% are said to be not good.
