Abstract
Kebutuhan listrik Indonesia pada 2028 diperkirakan mencapai 443 TWh merupakan peluang besar PT. X untuk meningkatkan market share. PT X merupakan perusahaan yang bergerak dibidang Pengelolaan Jasa Operation & Maintenance pembangkit listrik. Guna meningkatkan market share, perusahaan harus membuktikan bahwa kinerja dalam mengelola unit pembangkit layak untuk diberi kepercayaan. Untuk itu PT. X perlu mengevaluasi strategi, salah satunya dengan memperbaiki kinerja unit bisnis pembangkitan Jasa O&M. Perbaikan kinerja tersebut dengan mengevaluasi penentuan KPI prioritas yang perlu ditingkatkan, karena tidak semua KPI yang ada dapat ditingkatkan mengingat keterbatasan sumber daya perusahaan. Tujuan dari makalah ini adalah untuk mendesain ulang dan mengimplementasikan sistem pengukuran kinerja menggunakan Balanced Scorecard (BSc) dalam perusahaan jasa operasi dan maintenance pembangkit listrik. Tiga kekurangan utama dari sistem pengukuran kinerja Unit Bisnis Pembangkit yang ada saat ini merupakan alasan untuk melakukan desain ulang sistem pengukuran kinerja dalam penelitian ini yaitu kurangnya Strategy Map,bobot pada perspektif, Strategy Objective, Indikator Kinerja Utama (KPI), dan beberapa KPI yang tidak relevan serta tidak dapat diukur dalam data kuantitatif.Penentuan 16 Strategy Objective dan 43 KPI berdasarkan pada Strategy Objective perusahaan, bobot dan target masing-masing KPI telah dilakukan dengan kuesioner dan wawancara oleh expert yang hasilnya diolah dengan metode AHP menggunakan software Expert Choice. Pengukuran berbasis scoring system dan traffic light system dihitung dan dianalisis dengan sample Unit Bisnis XYZ dengan total skor 0,994. Kinerja buruk (warna merah) dianalisis untuk menjadi perbaikan di tahun depan. Rekomendasi yang diberikan bagi unit bisnis pembangkit XYZ adalah peningkatan kompetensi dan kapabilitas sumber daya manusia sesuai dengan regulasi pemerintah Permen ESDM No.19 Tahun 2011, kebutuhan pasar listrik, dan meningkatkan sistem teknologi informasi untuk mendukung data base yang bertujuan menyelesaikan pekerjaan dengan lebih efektif.

Indonesia's electricity demand in 2028 is estimated to reach 443 TWh, this is a great opportunity for PT X to increase market share. PT X is a company engaged in the management of Operation & Maintenance of power plants. To increase market share, companies must prove that their performance in managing power plant is worthy of trust. The performance in many years has achieved, but it is not yet optimal enough to increase market share so that the strategies needs to
be evaluated, one of which is by improving the performance of O&M Services business units. The performance improvement is by evaluating the determination of priority KPIs that need to be improved, because not all existing KPIs can be
improved at the same time considering the company limited resources. The purpose of this paper is to re-design and implementation performance measurement system using Balanced Scorecards (BSc) in power plant operations and maintenances companies. Three main lack of existing performance measurement system that are reasoning to conduct the re-design performance measurement system in case study such as lack in strategy map, weights on perspectives, strategy objectives, and Key Performance Indicators (KPI’s), and some KPI’s do not represent relevant performance and are not measurable in quantitative data. Determining 16 strategy objectives and 43 KPI’s based on strategy company and weights and target each KPI’s was been conducted that used questionnaire and interview with an expert. Based measurement using scoring system were calculated and analized using AHP method that used Expert Choice software. At the implementation stage, KPI scores are calculated using the Scoring System and categorized in the Traffic Light System which the score 0,994. The poor performance (red color) was analyzed to be improvement in next year. The recommendations given are increasing human resources competencies and capabilites as electricity regulation based on Permen ESDM No.19 2011 and electricity market requirement, and also enhance information technology system to support data base that aim completion of work more effectively.
