Abstract
Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) Konstruksi adalah bagian dari sistem manajemen organisasi pelaksanaan pekerjaan konstruksi dalam rangka pengendalian risiko K3 pada setiap pekerjaan konstruksi guna terciptanya tempat kerja yang aman, efisien, dan produktif. Penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) mencangkup hal-hal berupa jaminan kemampuan, kegiatan pendukung, identifikasi sumber bahaya, penilaian, dan pengendalian risiko di tempat kerja. Pada tugas akhir ini penulis akan mengambil obyek gedung Apartemen Benson Pakuwon Surabaya untuk menyusun Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) dengan menggunakan metode Job Safety Analysis (JSA) yang mengacu pada Peraturan Menteri PUPR No.02/PRT/M/2018 tentang Pedoman Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3). Job Safety Analysis (JSA) merupakan suatu metode dimana analisa dilakukan dari identifikasi potensi bahaya dan pengendalian bahaya yang berhubungan dengan rangkaian pekerjaan atau tugas yang hendak dilakukan, dimulai dari dasar langkah kerja. Dari hasil analisa perencanaan Sistem Manajemen Keselamatan dan kesehatan kerja (SMK3) pada pembangunan struktur atas Apartemen Benson Pakuwon Surabaya lantai 28, 30, 35, dan 38 dengan ketinggian +117.700 m terdapat 544 analisa potensi bahaya yang bisa terjadi dengan 324 diantaranya tergolong risiko rendah, 112 risiko sedang, 40 risiko tinggi, dan 68 risiko ekstrim. Untuk hasil perhitungan Rencana Anggaran Biaya K3 pada pem-bangunan struktur atas Apartemen Benson Pakuwon ini sejumlah Rp. 1.518.730.000 (Satu Miliar Lima Ratus Delapan Belas Juta Tujuh Ratus Tiga Puluh Ribu Rupiah).

Occupational Safety and Health Management System (OHS) Construction is part of the organization's management system for the implementation of construction work in the context of OHS risk control in every construction work in order to create a safe, efficient and productive workplace. The implementation of the Occupational Safety and Health Management System (OHS) includes things in the form of capability guarantees, supporting activities, identification of sources of danger, assessment, and risk control in the workplace. In this thesis the writer will take the object of the Benson Pakuwon Surabaya Apartment building to compile an Occupational Safety and Health Management System (OHS) using the Job Safety Analysis (JSA) method which refers to the Minister of PUPR Regulation No.02/PRT/M/2018 concerning Guidelines Occupational Safety and Health Management System (OHS). Job Safety Analysis (JSA) is a method in which the analysis is carried out from the identification of potential hazards and control of hazards associated with the series of work or tasks to be performed, starting from the basic work steps. From the analysis of the planning of the Occupational Safety and Health Management System (OHS) in the construction of the upper structure of the Benson Pakuwon Surabaya floors 28, 30, 35, and 38 with a height of +117,700 there are 544 potential hazard analyzes that can occur with 324 of them classified as low risk, 112 moderate risk, 40 high risk, and 68 extreme risk. For the calculation of the K3 Cost Budget Plan on the building structure of the Benson Pakuwon Apartment amounting to Rp.1,518,730,000 (One Billion Five Hundred Eighteen Million Seven Hundred Thirty Thousand Rupiah).
