Abstract

Minyak dan gas bumi (migas) menjadi andalan utama perekonomian Indonesia, baik sebagai penghasil devisa maupun pemasok kebutuhan energi dalam negeri. Pembangunan prasarana dan industri yang sedang giat-giatnya dilakukan di Indonesia, membuat pertumbuhan konsumsi energi migas rata-rata mencapai 7% dalam 10 tahun terakhir. Tujuan Tugas Akhir ini adalah mencari minimum cost transportation. Karena saat ini sebagian operasi migas di Indonesia didukung oleh shorebase yang ada di Batam dan Lamongan. Shorebase memiliki 2 pelayanan yaitu, crew change dan logistic support. Metode yang digunakan untuk penelitian ini dengan model optimasi set covering problem dengan bantuan spreadsheet (Gnumeric). Penentuan lokasi shorebase bedasarkan insfrastruktur kota seperti adanya bandara, pasar besar, dan akses jalan. Sedangkan acuan regulasi PHE WMO adalah maksimal 50 km dari pusat kota besar. Biaya-biaya operasional yang digunakan untuk menghitung pelayanan tiap sumur migas bedasarkan milik PHE WMO di Lamongan Integrated Shorebase. Pelayanan sumur hanya dibatasi oleh sumur migas milik PT. Pertamina yaitu berjumlah 25 sumur yang tersebar di kawasan Indonesia Timur. Hasil lokasi shorebase yang minimum adalah di Sorong dengan melayani 10 sumur, Bintuni dengan melayani 5 sumur, Banggai dengan melayani 3 sumur, Nunukan juga melayani 3 sumur, dan Lamongan yang melayani 4 sumur. Total biaya pelayanan per sumur di Sorong Shorebase adalah Rp. 173 miliar/tahun, sedangkan Bintuni Shorebase adalah Rp. 55 miliar/tahun, di Banggai Shorebase adalah Rp. 19.3 miliar/tahun, di Nunukan Shorebase adalah Rp. 21 miliar/tahun, dan Lamongan Shorebase adalah Rp. 43 miliar/tahun.

Oil and gas became the mainstay of Indonesia's economy major, both as a foreign exchange earner as well as supplier of energy needs in the country. Development of infrastructure and industry are being actively conducted in Indonesia, making the growth of oil and gas energy consumption on average reached 7% in the last 10 years. The final goal of this project is finding the minimum cost transportation. Sincecurrently most oil and gas operations in Indonesia are supported by shorebase in Batam and Lamongan. Shorebase has 2 services i.e., crew change and logistic support. The method used for this study with optimization model of set covering problem with the help of spreadsheets (Gnumeric). The determination of the location of the city infrastructure based shorebase as there are airports, large market, and road access. While the regulatory PHE WMO is a maximum of 50 km from the center of a big city. Operational costs used to calculate each service based oil and gas wells belonging to PHE WMO in Lamongan Integrated Shorebase, this is to facilitate research in comparing the location shorebase. Services rig platform owned by PT. Pertamina, total 25 rig platform spread in Eastern Indonesia. Results Shorebase integrated right location and the optimum is at Sorong Shorebase with 10 rig platform, Bintuni Shorebase to serve 5 rig platform, Banggai Shorebase by serve 3 rig platform, Nunukan Shorebase also serve 3 rig platform, and Lamongan Shorebase that serve 4 rig platform. Total cost of services rig offshore in Sorong Shorebase is Rp. 173 billion / year, while the Bintuni Shorebase is Rp. 55 billion / year, in Banggai Shorebase is Rp. 19.3 billion / year, in Nunukan Shorebase is Rp. 21 billion / year, and Lamongan Shorebase is Rp. 43 billion / year
