Abstract

Bundaran Waru memiliki kendala yang muncul akibat adanya konflik pergerakan lalu lintas kendaraan dari berbagai arah, terdapat beberapa persilangan arus lalu lintas (Weaving) yang menyebabkan bundaran tersebut sering terjadi macet pada jam puncak (Peak Hour). Pada bagian Selatan juga merupakan menjadi titik yang sangat padat dikarenakan salah satu akses keluar dari Tol Surabaya-Mojokerto, Tol Surabaya-Porong, serta Jalan Nasional.
Penelitian ini merupakan analisis kinerja lalu lintas dan ekonomi jalan raya pembangunan underpass di Bundaran Waru sebagai solusi penanganan permasalahan kepadatan lalu lintas di Bundaran Waru. Analisis lalu lintas berupa karakteristik kondisi lalu lintas pada saat eksisting dan membandingkan kinerja lalu lintas saat sebelum dan sesudah dibangunnya underpass ditinjau dari kecepatan tempuh dan derajat kejenuhan di Bundaran Waru berdasarkan Manual Kapasitas Jalan Indonesia (MKJI) dan Pedoman Kapasitas Jalan Indonesia (PKJI). Analisis ekonomi dinilai berdasarkan analisis Biaya Operasional Kendaraan (BOK), Nilai Waktu berdasarkan metode Jaga Marga, Benefit Cost Ratio (BCR) dan Net Present Value (NPV) berdasarkan Kelayakan Ekonomi Kementrian Pekerjaan Umum Dan Perumahan Rakyat. Dari studi kelayakan, dinyatakan bahwa pembangunan underpass di Bundaran Waru dinyatakan layak apabila Net Present Value (NPV) > 0, dan Benefit Cost Ratio (BCR) > 1.
Berdasarkan hasil perhitungan yang dilakukan, didaptkan nilai derajat kejenuhan (DS) pada tahun 2021 sebelum dibangunnya underpass yaitu 0,60 pada bagian jalinan AB, 0,70 pada bagian jalan BC, 0,53 pada bagian jalinan CA. Setelah direncanakan pembangunan underpass derajat kejenuhan (DS) ruas Bundaran Waru menurun yaitu 0,60 pada bagian jalinan jalan AB, 0,59 pada bagian jalinan jalan BC, 0,53 pada bagian jalinan jalan CA. Sedangkan DS untuk bagian underpass pada ruas Jl. Ahmad Yani – Jl. Raya Waru sebesar 0,23 dan pada arah sebaliknya yaitu ruas Jl. Raya Waru – Jl. Ahmad Yani sebesar 0,29.
Berdasarkan analisis kelayakan dari segi ekonomi didaptkan nilai Benefit Cost Ratio (BCR) = 1,749 > 1, Net Present Value (NPV) = Rp 111.687.095.336,507 > 0. Sesuai persyaratan analisis kelayakan ekonomi, maka rencana pembangunan underpass di Bundaran Waru Surabaya ini dapat dikatakan layak.

Bundaran Waru has obstacles that arise due to the conflicting movement of vehicle traffic from various directions. The southern circle is also a very crowded point because it is one of the access exits is the Surabaya-Mojokerto Toll Road, the Surabaya-Porong Toll Road and the National Road.
This study is an analysis of the traffic performance and economic development of the underpass at Bundaran Waru as a solution to handle the problem of traffic density at the Bundaran Waru. Traffic analyses done in this study are in the form of characteristics of existing traffic conditions and comparing traffic performance before and after the construction of underpasses in terms of travel speed and degree of saturation in the Bundaran Waru based on the Indonesian Road Capacity Manual and the Indonesian Road Capacity Guidelines. Economic analysis is based on the analysis of Vehicle Operating Costs, Time Value based on the Jasa Marga, Benefit Cost Ratio (BCR) and Net Present Value (NPV) methods based on the Economic Feasibility of the Ministry of Public Works and Public Housing. From the feasibility study, it was stated that the underpass construction in Bundaran Waru was feasible if the Net Present Value (NPV) > 0, and the Benefit Cost Ratio (BCR) > 1.
Based on the results of calculations performed, the degree of saturation was obtained in 2021 before underpass construction is 0.60 on the AB braid, 0.70 on the BC braid, 0.53 on the CA braid. After the planned underpass construction the degree of saturation of Bundaran Waru decreased, namely 0.60 on the AB braid section, 0.59 on the BC braid section, 0.53 on the CA braid section. While the DS for the underpass on Jl. Ahmad Yani - Jl. Raya Waru of 0.23 and in the reverse direction Jl. Raya Waru - Jl. Ahmad Yani of 0.29.
Based on the economic feasibility analysis the value of Benefit Cost Ratio (BCR) = 1,749 > 1, Net Present Value (NPV) = Rp 111.687.095.336,507 > 0. It can be concluded that the project is feasible.
