Abstract
Dalam pelaksanaan proyek pembangunan Tower Caspian Grand Sungkono Lagoon di Kota Surabaya, proyek ini mengalami keterlambatan, dengan penyebab utamanya adalah karena terjadinya adendum nilai kontrak pada bulan Desember 2019. Sehingga proyek yang awalnya direncanakan akan berakhir pada tanggal 31 Desember 2019 mengalami kemunduran hingga 30 April 2020. Adendum tersebut terjadi karena banyaknya Variation Order (VO) akibat adanya perubahan desain dan pekerjaan baru seperti landscape, dimana hal tersebut menjadi pemicu terjadinya keterlambatan pada proyek pembangunan Tower Caspian Grand Sungkono Lagoon.
Untuk mengidentifikasi item-item pekerjaan yang mengalami keterlambatan, dilakukan analisis pada data laporan progress mingguan proyek. Item-item pekerjaan tersebut dikelompokkan berdasarkan lintasan kritis dan lintasan non kritis. Untuk menganalisis faktor-faktor yang memengaruhi keterlambatan pada pekerjaan tersebut, dilakukan wawancara terstruktur terhadap responden menggunakan alat bantu berupa kuesioner. Keterlambatan pada setiap item pekerjaan tersebut juga dibuktikan melalui metode Perhitungan Kinerja Jadwal Proyek. Metode ini akan memberikan informasi status kinerja proyek tiap item pekerjaan yang mengalami keterlambatan pada suatu periode pelaporan berdasarkan hasil perhitungan indeks kinerja jadwal proyek. Item pekerjaan yang mengalami keterlambatan dan faktor-faktor penyebabnya tersebut dimodelkan hubungannya dengan Decision Tree dalam bentuk diagram dan pohon logika. Pada akhir penelitian, dianalisis faktor utama penyebab keterlambatan pada setiap item pekerjaan tersebut berdasarkan nilai Independent Probability pada setiap faktor penyebab yang didapatkan dari wawancara terstruktur kedua.
Hasil akhir dari Tugas Akhir ini adalah ditemukan 1 item pekerjaan yang mengalami keterlambatan pada lintasan kritis dan 4 item pekerjaan yang mengalami keterlambatan tidak pada lintasan kritis pada tiap bulannya. Penelitian ini dilakukan pada bulan Januari, Februari dan Maret; sehingga terdapat total 15 buah pekerjaan yang mengalami keterlambatan. Faktor utama yang menjadi penyebab dari keterlambatan item-item tersebut adalah ketersediaan tenaga kerja, kurangnya produktifitas dan efisiensi dari peralatan, pembayaran oleh pemilik proyek, permasalahan keuangan seperti kesulitan keuangan / masalah ekonomi, dan keterlambatan dalam pembuatan dokumen desain.

In the construction of the Grand Sungkono Lagoon Tower Caspian project in Surabaya, the project was badly delayed. The delay was mainly caused by an addendum that was filed to the contract value in December 2019. This caused the project that was supposed to finish on 31 December 2019 to be delayed until 30 April 2020. That addendum was done due to the large number of Variation Orders (VO), that was the effect of the changes in design and the additional works such as landscaping, which ultimately triggered such delays in the Grand Sungkono Lagoon Tower Caspian construction project.
To identify the work items causing delays, an analysis on the project's weekly progress report data was carried out. The work items are grouped by critical path and non-critical path. To analyse the factors that influence the delays in the project, structured interviews were conducted with respondents using questionnaires. The delay in each work item is also proved through the Project Schedule Performance Assessment method. This method will provide project status information for each item that was delayed in the reporting period based on the results of the Project Schedule Index calculation. The connection of work items that was delayed and the factors causing them are then modelled with a Decision Tree in form of diagram and issue tree. At the end of this research, the main factors causing the delay in each work item were analysed based on the value of Independent Probability for each causal factor obtained from the second structured interview.
The results of this Final Project found that in each month, 1 work item was delayed on the critical path and 4 work items was delayed but not on the critical path. This research was conducted in January, February, and March; so, there is a total of 15 jobs that were delayed. The main factors causing the delays are labour disputes, reduced productivity and efficiency of equipment, the late payments by project owners, financial problems such as financial difficulties, and delays in making design documents.
