Abstract

Setiap proyek dihadapkan pada permasalahan yang terkait dengan manajemen, antara lain waktu dan biaya. Proyek Apartemen Grand Dharmahusada Lagoon Tower Olive yang berdurasi 1406 hari mengalami keterlambatan struktur bawah, pekerjaan mechanical&electrical, serta pekerjaan struktur empat lantai teratas sebesar 14.99 %. Pada tugas akhir ini telah dilakukan suatu penelitian untuk mengatasi keterlambatan yang terjadi pada proyek tersebut dengan cara melakukan percepatan proyek. Percepatan ini dilakukan dengan mempertimbangkan kondisi aktual dan tambahan biaya yang dihasilkan sehingga proyek tetap memperoleh keuntungan dan berfungsi tepat waktu.
Metode yang digunakan pada tugas akhir ini adalah metode kombinasi antara Time Cost Trade Off dan Fast Tracking, yaitu dengan melakukan percepatan menggunakan metode crashing secara bersamaan dengan perubahan hubungan antar aktivitas. Analisis diperlukan untuk memilih skenario percepatan yang sesuai dengan kondisi aktual di lapangan sehingga dapat menghasilkan biaya dan waktu yang optimum.

Tugas akhir ini menghasilkan durasi percepatan paling optimal dengan durasi percepatan 249 hari dan biaya Rp173.475.683.789 yang masih belum dapat mengejar target percepatan. Biaya percepatan dibandingkan potensi pendapatan jika dilakukan percepatan. Potensi pendapatan ini diasumsikan dari pendapatan sewa area komersil apartemen di Tower Olive. Hasil tersebut menunjukkan bahwa terdapat potensi pendapatan sebesar Rp 795.876.480 apabila proyek dipercepat.

Although a construction project has been planned optimally, obstacles still occur causing delays which leads to an increasing cost. The construction project of Grand Darhmahusada Lagoon Olive Tower Apartment, which has 1406 days duration, suffers a delay of sub-structure work , mechanical&electrical work, and the top 4 floors of the upper structural construction for 14.99%. In this final project, a research was conducted to solve delays occurred in the particular project by applying project acceleration. Acceleration was applied by considering the actual condition and the additional cost, so the project can still earn revenues and function on time.
The applied method on this final project is Time Cost Trade Off combined with Fast Tracking method, by doing crashing and Fast Tracking simultaneously. An analysis is required to select the best acceleration scenarios which is applicable to the actual condition, so it can produce the optimum time and cost. Selected scenarios have to consider the utilized direct and indirect cost, so additional cost or cost slope, which has to be paid by the particular contractor, can be recognized. The acceleration was conducted on the activity in critical track.
This final project indicates the acceleration duration with a crashing optimum leading which resulting 249 days total duration and cost of Rp173.475.683.789, which is still not able to reach the acceleration target, but still better than the time and cost from crashing optimum. The potential income is assumed from the commercial area rent of the apartment. These results indicate that there is a revenue of Rp 795.876.480 if the project is accelerated.
