Abstract
Setiap proyek memiliki kerumitan yang cukup kompleks dalam setiap tahapannya. Pada suatu proyek terdapat proses pemiilihan subkontraktor yang berfungsi untuk mengerjakan item pekerjaan tertentu. Pengambilan keputusan saat pemilihan subkontraktor menjadi sangat penting agar tidak salah dalam memilih rekanan. Oleh karena itu para pengambil keputusan (decision maker) dalam suatu perusahaan perlu metode pemilihan yang tepat. Metode Multi Criteria Decision Making (MCDM) merupakan metode yang tepat untuk pemilihan dari beberapa kriteria. Salah satunya adalah dengan metode Analytic Network Process (ANP)-Risk Assessment.
Pada proyek pekerjaan baja Fasilitas Gedung dan Utilitas Terminal Petikemas Kendari Newport yang dikerjakan oleh Kontraktor XYZ ini terdapat sebuah masalah, hingga kontraktor mengeluarkan surat peringatan terhadap subkontraktor yang ditunjuk karena terjadinya keterlambatan pekerjaan. Penelitian ini bertujuan untuk mengkaji tahapan seleksi subkontraktor apakah terdapat kesalahan pengambilan keputusan yang menyebabkan keterlambatan pekerjaan oleh subkontraktor yang ditunjuk sebagai rekanan.
Penelitian ini dilakukan dengan metode penelitian studi kasus pada Perusahaan XYZ. Penelitian ini berfungsi untuk mengkaji proses pemilihan subkontraktor berdasarkan metode Analytic Network Process (ANP)-Risk Assessment.
Penentuan kriteria keputusan diperoleh melalui studi literatur penelitian terdahulu kemudian dikaji ulang dengan metode penyebaran kuisioner terhadap expert judgment untuk mengetahui kriteria yang berpengaruh pada proses pemilihan subkontraktor. Pengolahan data dengan metode ANP-Risk Assessment dilakukan terhadap pihak yang berpengaruh pada saat proses seleksi subkontraktor di Perusahaan XYZ.
Hasil penelitian terhadap studi kasus ini memberikan hasil penilaian yang sesuai dengan tujuan dan kebutuhan Perusahaan XYZ, dimana setiap kriteria memiliki pengaruh dengan bobot yang berbeda-beda sesuai dengan input data dari responden. Berdasarkan hasil analisa menggunakan metode ANP subkriteria dengan bobot prioritas tertinggi adalah harga penawaran dengan bobot 17,13%, hal tersebut berarti pada saat proses seleksi subkontraktor harga penawaran merupakan subkriteria terpenting menurut tim penyeleksi subkontraktor saat proses tender pada Perusahaan XYZ. Hasil analisa ANP menunjukkan subkontraktor B memiliki nilai tertinggi dengan nilai 4,52. Sedangkan pada analisa resiko, Subkontraktor B mendapat peringkat kedua dengan nilai 42 dan pada penilaian resiko subkriteria metode pelaksanaan subkontraktor B memiliki nilai resiko 6.
Hasil akhir keseluruhan analisa menunjukkan bahwa subkontraktor B menduduki posisi pertama dengan nilai 2,97 disusul oleh subkontraktor A dengan nilai 2,77 dan yang terakhir subkontraktor C dengan nilai 2,66. Pada penelitian ini subkontraktor B memiliki nilai tertinggi , yang berarti subkontraktor tersebut memang layak dan sesuai dengan penilaian Perusahaan XYZ untuk dijadikan rekanan dalam mengerjakan pekerjaan baja yang ada pada studi kasus penelitian ini.

Each project has a complex complexity at each stage. In a project there is subcontractor selection process that serves to do certain work items. Decision making during subcontractor selection is very important so not to be wrong in choosing partners. Therefore, decision makers need right selection methods. Multi Criteria Decision Making (MCDM) method is an appropriate method for the selection of several criteria. One of them is the Analytic Network Process (ANP) -Risk Assessment method.
In the steel construction of the Kendari Newport Container Facilitiy and Utilities Project's which was undertaken by the XYZ Contractor, there was a problem. Until the contractor issued a warning letter against the selected subcontractor because of delays in work. This research aims to examine the stages of selection subcontractors whether there is an error in decision making that causes delays work by subcontractor that selected as a partners.
This research was conducted by the case study method at XYZ Company. This study serves to examine the process of selecting subcontractors based on the Analytic Network Process (ANP) -Risk Assessment method.
Determination of decision criteria is obtained through previous research literature and then reviewed by distributing questionnaires to expert judgment to determine the criteria that influence the subcontractor selection process. Data processing using ANP-Risk Assessment method is carried out againts influent parties during the selection process of subcontractors in XYZ Company.
Research results of this case study provide assessment that accordance with the objectives and needs of XYZ Company, each criteria has an influence with different weights based on input data from respondents.
Based on the analysis using the ANP method ,sub-criteria with the highest priority weight is the bid price with a weight of 17.13%, this means the bid price is the most important sub-criteria according to the subcontractor selection team during the bidding process at XYZ Company. ANP analysis results showed that subcontractor B has the highest value with 4.52 point. In risk analysis, Subcontractor B get second place with 42 point and in risk assessment construction method sub-criteria of subcontractor B had a risk value 6.
The final results of the overall analysis showed that subcontractor B get in first place with a score 2,97, followed by subcontractor A with score 2,77 and finally subcontractor C with score 2.66. In this research subcontractor B has the highest value, which means that the selected subcontractor is feasible and accordance with the assessment of XYZ Company to be a partner to doing the steel construction work in this case study.
